Site Based Energy (SBE) has prepared responses and is providing supporting documentation in
response to the ldaho Public Utilities Commission ("Commission") in response to Commission
Order 33374 on September 4th, 20L5.
1. ldentify each owner or member and their respective percentage of ownership for each
of the ten Limited Liability Corporations identified as "WRCE L LLC" through "WRCE 10
LLC." Provide a street and mailing address for each owner/member.
SBE has provided a complete list of owners, percentage ownership, street and mailing
addresses in Appendix A for each project "WRCE L LLC" through "WRCE 10 LLC"
2. Does Site Based Energy have an ownership interest in any of the ten projects? lf yes,
identify the project and the ownership percentage of each project.
SBE does not have an ownership interest in any of the projects. A full accounting of ownership
percentages are included in Appendix A.
3. Provide evidence that Mr. Reuter and Site Based Energy have been authorized by each
LLC to act in their behalf as the "contact person" regarding the Schedule 73 application
process.
SBE has a proxy agreement with each owner that are included in Appendix B.
4. lf the ownership of each solar project has not been fully allocated (i.e., to total 100%),
identify the project(s) where ownership is not fully subscribed and the unsubscribed
percentage of each project where ownership is not fully allocated.
Project ownership is included in Appendix A.
5. Provide copies of the Articles or Certificate of Organization, any amendments, and
annual reports for WRCE 1 LLC through WRCE 10.
We have included statements of ownership for each Project in Appendix B.
The contents of Appendix A and B are confidential client information and are marked as such.

The purpose of this authorization form is to allow Site Based Energy {SBE) to act on behalf of the client to complete
several necessary documents in the course of project development. Please review the statements below and
check the pertinent authorization items to this project. Please note that by signing below you are authorizing SBE
to act on your behalf as an authorized representative on only the items you initial and that SBE is not authorized to
act on your behalf on any other matter for this project or for any other projects. SBE will also generally contact
you before signing any documents on your behalf for a verbal consent, but is not required to do so.

John Allen is the intended owner of WRCE 10. I intend to proceed with the solar project using a Special
Purpose Entity, LLC DBA. lf the projects are approved by the PUC, we will proceed with Site Based
Energy, LLC for engineering, procurement, and contracting services to place the project in service if all of
the approvals are completed and the economics work out.
The accumulation of other similar sized projects at the same location makes complete sense in order to
keep everyone's costs down, keep the facilities in a common area for ease of maintenance and security,
and help generate income for local businesses.
Siting south valley is the only way we can do something of a scale that is worth the investment and not
encumber our real estate with the installation.
