Comment:The United States Department of Justice Federal Bureau of Investigation (“FBI”)recommends the
Commission approve,without modification,Idaho Power Company’s (“Idaho Power”)Application filed with the Idaho
Public Utilities Commission (“Commission”)on November 25,2015,for approval of the Asset Purchase and Transfer of
Title Agreement dated October 30,2015 (“Agreement”).The FBI understands the transfer and sale of the assets as
contemplated by the Agreement is contingent on the Commission’s approval of Idaho Power’s Application.The FBI
worked with Idaho Power to understand the purchase price calculation and the methodology used to determine the
same.The FBI is confident Idaho Power carefully considered all the necessary elements for completing an equitable
asset sale.The FBI supports Idaho Power’s Application and accepts the purchase price as fair,reasonable and
representative of a mutually agreed upon amount between Idaho Power and the FBI.As such,the FBI respectfully
requests the Commission:1)approve the Agreement as filed (endorsing the calculations and methodology employed by
Idaho Power without modification);and,2)issue a decision on or before February 25,2016 to ensure the FBI’s planned
expansion is not unnecessarily delayed.
