On Page 89 of Idaho Power’s 2015 IRP the 30-year levelized cost of production for solar PV-Utility Scale with single axis tracking is $105 per MWh.This is the lowest cost of any of the solar PV listed on page 89. Listed below are two examples in Idaho of solar far less expensive than $105 per MWh. $63 per MWh is the average levelized rate per kWh for the energy purchased by the Idaho Power Company from Firstwind in 20-year power purchase agreements.The cost would be much lower over a 30-year period since solar requires virtually no maintenance,the panels have warranties often of 25 years but are expected to produce power for many years beyond the warranty period,and the energy from the sun has zero marginal cost.I read a story by James Ayre about Idaho Power and their contract with Firstwind for 100 MW of solar PV on the internet blog Cleantechnica.com on January 9,2015. $72-$74 per MWh is the average levelized cost of power Idaho Power will pay over the 20-year contract period for GrandView PV Solar Two.I read about this in a Rocky Barker story in the Idaho Statesman July 28,2014. Earlier this summer 20-year power purchase agreements were signed by NV Energy for solar PV at $38.70 per MWh and by Austin Energy in Texas for under $40 per MWh. Please instruct Idaho Power to be accurate in their cost estimates for solar PV.$105 per MWh over 30-year contracts is too high. Thank you. I applaud the Idaho Power Company for proposing in their Resource Management Plan retiring their two North Valmy coal plants by 2025.However,their analysis shows that by shutting down Unit 1 by 2019,there would be a $75 million savings for ratepayers.This would also result in substantial reductions in carbon emissions.This is a win for ratepayers and for the environment.I request that the PUC direct Idaho Power to come up with a plan to shut down Valmy 1 by 2019,or show why that is not possible.
