Comment:I find it deeply concerning that Idaho Power was allowed to dictate terms to the State of Idaho limiting the
growth and development of solar power.The closed door dealings cast shadows on the officials involved.The decision
to cripple affordable solar development for the average householder and for industry leaves Idahoans in the
technological Middle Ages,vulnerable to dirty fracking scams.

Comment:Trying to up-grade aging coal fired power generating plants instead of investing in renewable power sources
or at least converting to gas fired generated power seems to be a short term “solution”to maintain shareholder profits
at the expense to the environment and to longer term system and profit improvement.
Our environment cannot tolerate this sort of short term “solution”to a global problem even if shareholders and
ratepayers have to forgo short term negative changes.
