Comment:I am writing to support a reasonable contract length for new solar development
projects in Idaho.A 2-year contract for a solar power project renders it almost impossible
to finance any substantial project.A 2 year contract will essentially put an end to solar
development in Idaho.
We need reliable,low-cost power,and solar can provide that.The cost of coal will
skyrocket with current and coming environmental regulations.That’s why utilities nationwide
are retiring their coal plants and replacing them with renewable energy.
If utilities have “excess power”,they should eliminate the most polluting generation and
replace it with the cleanest power,i.e.solar and wind.
Reducing renewable energy contracts from 20 to 2 years sends all the wrong messages about
Idaho’s commitment to clean energy.When utilities build new power plants or transmission
lines,they get decades to pay them off.It’s unfair to demand energy developers play by
different rules.
The Idaho Energy Plan,revised by our Legislature in 2012,ranks energy efficiency and
renewable energy as priorities in meeting Idaho’s future energy needs.If this plan is
anything more than just words,we should be encouraging new solar development,not trying to
kill it.
Renewable energy,especially solar power,will be needed more than ever as our utilities
inevitably phase out their use of coal-fired generation.Solar can and must be the primary
replacement for our dirty coal power.
A healthy renewable energy sector in Idaho means new jobs,economic stimulation and millions
of dollars in new tax revenues for state and local governments.And that all takes place here
so we’re not exporting our energy dollars to states where our coal plants are located.
Idaho Power Company needs to realize the world is changing,and needs to rethink their
business model.If they are going to have a monopoly on selling power,they should play by
fair rules.Otherwise,other power producers should be able to sell power to the highest
bidder.

Comment:Dear Commissioners:
We must move away from fossil fuels to stave off the worst of global climate change.Now is
not the time to quash Idaho solar and homegrown climate solutions.Climate change is urgent
and solar is a locally based climate solution and one that grows our local economies.
Idaho needs clean energy to protect our air,water,and climate.For the sake of our children
and grandchildren,the country has to stop burning coal.
Idaho must stop using electricity generated by coal,and Idaho utilities need to reduce and
eventually eliminate use of coal.One of the most cost effective ways to do this is to let
PURPA work and free market economies compete.
Idaho utilities say we don’t need the electricity but this ignores the detrimental effects of
burning coal.We need to promote clean energy.Southern Idaho has some of the best solar
resources in the country and money spent on solar stays in the state,boosts the economy and
tax base,while providing jobs for Idahoans.Money spent on coal power leaves our state and
provides none of these benefits.
Reducing contract length will stymie the growth of Idaho’s tremendous solar resources.
Changing the rules to reduce contract lengths that independent power producers from 20 to 2
years will discourage growing Idaho’s clean energy economy.There are better ways to Idaho
electric utility concerns than to effectively quash renewable energy.
We need to promote,not discourage the growth of our clean energy economy.The proposal by
Idaho Power threatens the viability of the 8.5 megawatt solar farm in Ohio Gulch,in Blame
County.This project will provide jobs and help with energy independence for the area.
Please maintain the 20-year contract timeframe and reject the proposal to change it to two
years.

Comment:My house has been run by solar for the last 20 years.I am concerned that decisions
concerning the health of the environment are made by those who are mainly concerned by
keeping competition out so that they can corner the money.Make a decision that is ethical
and keep solar a viable energy source in Idaho.We so often look like ignorant hicks.
Though unfortunately when making choices for money over responsible care of the planet were
on a par with many other states.Let your conscience guide you.

Comment:I am a homeowner who has solar cells installed on my property,and I’m appalled at
the continual actions taken by Idaho Power to squelch the development of solar power in
Idaho.Our state is a prime market for the development of solar and wind energy,but Idaho
Power’s corporate interests are putting profits above the public interest.We desperately
need to move away from the use of fossil fuels,which are completely unsustainable,and move
toward the use of renewable energy sources.This will protect our air,water,and land for
future generations.
A federal law called PURPA (Public Utility Regulatory Policy Act)requires utilities to buy
clean energy that meets certain rules established by the PUC.These Idaho rules define the
project size,price for power,and terms for contracts with non-utility power producers.
Striking the right balance among these three rules protects customer bills while providing a
fair chance to grow Idaho’s clean energy sector.In 2012,the PUC adopted a new method—
designed by Idaho Power—to ensure that we pay local clean energy projects what we would
otherwise pay to utilities for their energy.The PUC allowed utilities to sign 20-year clean
energy contracts.That is fair.
However,the Idaho utilities—Avista,Idaho Power,and Rocky Mountain Power—have now asked the
PUC to change the long-term contract rule.Instead of 20 years,the utilities want to limit
contracts to 2 years.Short contract periods will stop all new clean energy development in
Idaho.Independent power-producing companies cannot finance a project,designed to last for
25 years or longer,with a 2-year contract.
When utilities build a power plant or transmission line,they ask us customers to repay them
for as long as the project operates—often 20 to 30 years or more.Idaho’s clean energy
businesses should get the same deal.That’s only fair.

Comment:I believe that it’s past time for Idaho to move past the use of coal and other
fossil fuels for energy production.We’ll soon be seeing regulations that will phase out
these types of energy production,anyway,so we might as well lead the pack in solar &wind
energy.
The producers of renewable energy need our support-they need longer-term contracts,in order
to finance their operations.This would encourage a larger marketplace of producers,and
inevitably make for better pricing for the customers of Idaho Power.

the public.’
Idaho utilities say we don’t “need”the electricity.But unlike fossil fuel resources
burdened with increasingly volatile fuel costs and regulatory uncertainty,the cost of solar
today will only get cheaper as fossil fuel electricity generation gets more expensive.
