As a public entity and the largest community college in the state,College of Western
Mail Stop 1000 Idaho (CWI)supports Idaho Power’s request to reduce the length of time for the
RD.Box 3010
Nampa,Idaho 83653 guaranteed contract(s)for large scale solar and wind generation projects.
The College of Western Idaho currently serves over 20,000 students in its’ten county
service region,including the largest populated counties in the state,Ada and Canyon
Counties.As the newest and one of the fastest growing community colleges in the
country,CWI is dedicated to providing quality,affordable and open access education
to students and the communities we serve.This means not only keeping tuition costs
low for students,but also maintaining low operational costs.Electrical costs represent
a significant portion of CWI’s operational cost,and Idaho Power has continued to
provide reliable,low cost power that helps CWI meet these demands.
CWI is a strong supporter of the environment and the role that clean energy plays in
reducing carbon emissions.We also believe that moving forward and developing new
energy sources through wind and solar generation must take a balanced approach.
The approach should not place a significant cost burden on rates that will ultimately be
passed on to rate payers including CWI and the community we serve.
Obligating Idaho Power to 20 year contracts that guarantee wind and solar power
developers pricing and purchase of power,regardless of demand and market
conditions,over this long of term does not support a balanced approach.If required
to purchase,CWI agrees that contracts should be limited to the shorter two year time
frame that Idaho Power is requesting.
We respectfully request that you consider Idaho Power’s petition to modify the terms
and conditions of future PURPA energy sales agreements.

Comment:Dear Commissioners:
I strongly DISAGREE with Idaho Power’s request to shorten the length of guaranteed
contracts for solar power and renewable energy projects.A two year contract would
effectively block the ability of the Solar Projects to be able to obtain financing.
Converting from dirty,polluting,global warming coal to clean solar and wind power is
essential to the future of this planet.
If the Boardman to Hemingway (B2H)Transmission Line Project is delayed or not
completed,then Idaho Power will need the solar power to supplement existing power sources.
If the B2H Transmission Line is completed,then if surplus power is actually generated,the
power can be sold to other utility companies through the grid system.

Comment:As a customer of Idaho Power and an advocate of safe and sustainable energy,I
believe that long term contracts for wind and solar power generation are crucial for
development of safe,clean sustainable and long term affordable energy.Successful
businesses need to be able to plan farther ahead than 2 years.The $35 million a year that
leaves the Wood River Valley to Idaho Power to pay for energy generated out of state hurts
the local economy and is contributing to one of the largest degradations of the environment
in our region.For our communities and our state,Idaho Power needs to evolve its business
model to accept the inevitable movement to clean energy.To strengthen our economy now and
to preserve a prosperous,healthy future for generations to come,I urge the IPUC to listen
to residents,not solely the interests of those clinging to an antiquated paradigm.Thank you
for considering my concerns.

Please maintain the current 20-year contract terms on PPA so that we can support the growth
of solar energy development and focus on green energy development and consumption in the
state of Idaho.For our community and our state,Idaho Power needs to evolve its business
model to embrace the inevitable movement to clean energy.Please help strengthen our economy
now and preserve a prosperous,healthy future for generations to come by maintain long term
PPA contracts for solar energy development.

Comment:Dear Commissioners,
I strongly disagree with Idaho Power’s request to limit the contract term to 2 years for
solar projects.The company has stated that it does not want to be obligated to buy power
that it doesn’t need.But i n Idaho Power’s own words,quoted from their March “Connections”
pamphlet,“One of the three coal plants in which Idaho Power is a part owner will cease coal-
fired operations in 2020.”
Then the pamphlet goes on to say “Of course,we can’t just move away from one source of powerwithoutreplacingit.”
So it WILL NEED other sources of power and therefore contracts for solar should NOT be
limited to less than at least 15 to 20 years in order to insure viable financing for CLEANENERGYPROJECTS.
It is faulty financial planning for Idaho Power to have long term contracts with dirty fuel
sources like coal.The PUC would be a good public servant to suggest to Idaho Power that theyrenegotiatethecoalcontractsinfavorofhelpingtosupportthesolarandwindprojects
instead.
