Hailey Idaho,83333 Name of Utility Company:Idaho Power Acknowledge public record:True Comment:Hello Commissioners, I am writing to you about the proposed rule change that would reduce the current 20 year contract terms for independent energy projects in Idaho to 2 years.This would create an unworkable situation for small scale solar projects trying to get financing for construction. There has to be a better way to solve the perceived problem without choking these solar projects to death.Our goal as responsible Idahoans has to be to encourage the shift away from carbon-based fuel electric generation.We should be placing PV panels on line at a steady pace as the costs to do so continue to fall.In my opinion it is our moral imperative to do so,and it doesn’t hurt that such activity also makes sound economic sense.I do not know why Idaho Power is so resistant to foster the growth of solar electric generation and figure out how to make it work within the existing grid and within their existing profit structure.It is doable,and I urge you to help figure out how to make this transition winnable for all sides.Please do not put unnecessary burdens on the solar energy industry in the state of Idaho. I also lobbied for the company(LUZ International)that developed 450 MW of power in California. From this expertise,I know that solar projects will be halted if you adopt this 2 year contract policy. From my experience working on solar projects,there are many contracts that are signed but many projects will not be actually built.The concern that Idaho Power has regarding the system being overbuilt is not justified by the facts.For example,on January 29,2015, First Wind Energy which signed 100 MW of solar energy with Idaho Power was acquired by SunEdison and TerraForm.This acquisition raises questions about the viability and construction date of the proposed Idaho Power contracts. There are other contract features that Idaho Power and the PUC can require that will protect the ratepayers and result in orderly renewable energy development.I urge you to pursue other options than the one proposed by Idaho Power. The Idaho Public Utilities Commission supported roof top and residential solar projects when you decided to continue to require Idaho Power to conduct net metering.Residential and commercial solar energy generating systems keep money in Idaho and use our best renewable resource. I hope that you will take action to support solar generating systems and require 20 year contracts.There are other ways to protect rate payers and support renewable energy projects.
