Comment:Dear Commissioners,
It is imperative that you reject this application.It is glaringly obvious that it is
impossible to build a commercial scale solar project with only a guarantee to sell the power
for two years (or even five).Would you build a coal plant,a dam,or any other power plant
with a two year contract?Would a bank give you a loan to buy a house if you could stop
paying the mortgage after two years?It makes zero financial sense.If approved,this
change would stop ALL construction of commercial solar projects in Idaho.Solar energy is
critical for Idaho’s future,both from an economic and environmental standpoint.We need a
common sense approach that will let Idaho Power integrate solar power into their supply in a
reasonable fashion,but short contracts are not reasonable.Please reject this proposal,
keep 20 year contacts,and let us all work together to come up with a much better solution
(of which there are many).

Comment:We need solar power in this state and around the world in sunny areas to help offset
coal power and natural gas.We need clean energy,now,so lets work together and do this.
The sun and the wind are good allies for power sources.Lets take advantage of this
opportunity to move on and incorporate clean power into our homes and business’s.

I am writing to you about the proposed rule change that would reduce the current 20 year
contract terms for independent energy projects in Idaho to 2 years.This would create an
unworkable situation for small scale solar projects trying to get financing for construction.
There has to be a better way to solve the perceived problem without choking these solar
projects to death.Our goal as responsible Idahoans has to be to encourage the shift away
from carbon-based fuel electric generation.We should be placing PV panels on line at a
steady pace as the costs to do so continue to fall.In my opinion it is our moral imperative
to do so,and it doesn’t hurt that such activity also makes sound economic sense.I do not
know why Idaho Power is so resistant to foster the growth of solar electric generation and
figure out how to make it work within the existing grid and within their existing profit
structure.It is doable,and I urge you to help figure out how to make this transition
winnable for all sides.Please do not put unnecessary burdens on the solar energy industry
in the state of Idaho.

Comment:I am writing to comment on Idaho Powers request to limit solar contracts to 2
years.I am an Idaho resident since 1993 and a former Blame County Commissioner (2001-
2008).I also have an extensive background in renewable energy,having managed California
Energy Commission’s renewable energy programs from 1982-84,and served as Special Advisor to
Vice Chairman Jim Boyd (2009-2013)when the Energy Commission permitted 2,000 MW of solar
thermal electric generating systems.
I also lobbied for the company(LUZ International)that developed 450 MW of power in
California.
From this expertise,I know that solar projects will be halted if you adopt this 2 year
contract policy.
From my experience working on solar projects,there are many contracts that are signed but
many projects will not be actually built.The concern that Idaho Power has regarding the
system being overbuilt is not justified by the facts.For example,on January 29,2015,
First Wind Energy which signed 100 MW of solar energy with Idaho Power was acquired by
SunEdison and TerraForm.This acquisition raises questions about the viability and
construction date of the proposed Idaho Power contracts.
There are other contract features that Idaho Power and the PUC can require that will protect
the ratepayers and result in orderly renewable energy development.I urge you to pursue
other options than the one proposed by Idaho Power.
The Idaho Public Utilities Commission supported roof top and residential solar projects when
you decided to continue to require Idaho Power to conduct net metering.Residential and
commercial solar energy generating systems keep money in Idaho and use our best renewable
resource.
I hope that you will take action to support solar generating systems and require 20 year
contracts.There are other ways to protect rate payers and support renewable energy
projects.
