On January 30,2015.Idaho Power Company filed a Petition to reduce the length of
its power purchase contracts with qualifying facilities (QFs)entered into pursuant to the federal
Public Utility Regulatory Policies Act (PURPA).More specifically,Idaho Power’s Petition
asked the Commission to reduce the length of its PURPA contracts from 20 years to two years
(Case No.IPC-E-15-0l).In Order No.33222,the Commission granted partial interim relief to
Idaho Power by reducing the length of PURPA contracts to five years.Shortly thereafter,Avista
Corporation and Rocky Mountain Power each filed Petitions seeking the same or similar relief
(Case Nos.AVU-E-15-01 and PAC-E-15-03),On March 13,2015,the Commission
consolidated the three cases and granted Avista and Rocky Mountain the same interim relief
granted Idaho Power.Order No.33250.
Several parties petitioned for clarification regarding the scope of interim relief.The
Commission thereafter clarified that interim relief of five-year contracts applies only to new
PURPA contracts in excess of the published rate eligibility cap,i.e.IRP-based PURPA contracts.
Order No.33253.Clearwater Paper’s and Simplot’s request to limit the Commission’s interim
relief to only wind and solar JRP-based contracts was denied.Order No.33286.
On March 18,2015,the Commission issued a Scheduling Order setting this matter for
a technical hearing.Rule 241,IDAPA 31.01.01.241.The Commission will commence its

technical hearing on June 29,2015.Order No.33253 at 4.This Notice sets out the public
customer hearings in this consolidated proceeding.

YOU ARE HEREBY NOHFIED that the Commission will conduct a public
customer hearing in this matter on WEDNESDAY,JUNE 24,2015 AT 7:00 P.M.(MST)IN
THE COMMISSION HEARING ROOM,472 W.WASHINGTON STREET,BOISE,
IDAHO.The purpose of the customer hearing is to take testimony from customers and other
interested members of the public.
YOU ARE FURTHER NOTIFIED that the Commission will also convene a
telephonic customer hearing on JUNE 30,2015 AT 7:00 P.M.(MST)IN THE
COMMISSION HEARING ROOM.Testimony will be recorded and made part of the
Commission’s formal record.Persons wishing to offer testimony telephonically or listen to the
public hearing may dial the following toll-free number:1-888-706-6468 followed by the
Participant Code:4435939.
YOU ARE FURTHER NOTIFIED that the telephonic hearing will be held in the
following manner:
•All participants will be able to hear the proceeding;
•A participant’s phone will be automatically muted except when testifying;
•If you would like to testify,press *1 (star one)on your phone key pad.
This will sign you up to testify (put you in the queue);
•When it is your turn to testify,you will hear the prompt “ask your
question.”At that time,you will be sworn in over the phone and asked to
state your full name,to spell your last name and to give your full address;
•When you testify please be sure to eliminate any background noise,such
as the TV,radio,etc.,in order that your testimony can be heard clearly and
recorded by the Court Reporter.At the conclusion of your testimony you
may be asked some questions;and
•If at any time after you sign up to testify,you decide that you do not want

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and PURPA.The
Commission has authority under PURPA and the implementing regulations of the Federal
Energy Regulatory Commission (FERC)to set avoided costs,to order electric utilities to enter
into fixed-term obligations for the purchase of energy from qualified facilities,to review PURPA
contracts,and to implement FERC rules.The Commission may enter any final Order consistent
with its authority under Title 61 and PURPA.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000,et seq.
