On February 20,2015,the Idaho Conservation League and Sierra Club caused to be
filed with the Idaho Public Utilities Commission (Commission)a Motion for the Limited
Admission of Matt Vespa,Esq.in Case No.IPC-E-15-01 (reference Idaho Bar Commission Rule
227;IPUC Rules of Procedure 19 and 43.03).The local Idaho counsel filing the Motion is
Benjamin J.Otto,P0 Box 844,Boise,Idaho 83701.
Matt Vespa certifies that he is an active member in good standing with the Bar of the
State of California and that he maintains a regular practice of law at Sierra Club,85 Second
Street,2nd Floor,San Francisco,CA 94105.Mr.Vespa further certifies that he is not a resident
of the State of Idaho or licensed to practice in Idaho and that he was admitted under IBCR 227.
Both Mr.Vespa and local counsel,Mr.Otto,certify that a copy of the Motion,
accompanied by a $325 fee,has been provided to the Idaho State Bar.Mr.Otto acknowledges
that as local counsel,his attendance shall be required at all proceedings before the Commission
in which Mr.Vespa appears,unless specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion for Limited Admission
filed in Case No.IPC-E-15-01 and the related practice rules and Rules of Procedure,i.e.,Idaho
Bar Commission Rule 227 (Limited Admission —Pro Hac Vice)and Commission Rules of
Procedure 19 and 43.03,IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Mr.Otto and Mr.
Vespa,we find that reasonable grounds have been demonstrated to justify the granting of limited
admission of Mr.Vespa as legal counsel for the Idaho Conservation League and Sierra Club in
Case No.IPC-E-15-01.We further find good reason to excuse the appearance of Mr.Otto in
further proceedings in this docket unless needed by the Idaho Conservation League and Sierra
Club.

CONCLUSIONS OF LAW
The Commission has jurisdiction in Case No.IPC-E-15-O1 and the Motion for
Limited Admission filed by Benjamin J.Otto,local counsel,and Matt Vespa,applying counsel,
pursuant to Idaho Code,Title 61,and the Commission’s Rules of Procedure,31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED and Matt Vespa is hereby granted limited admission in
Case No.IPC-E-15-01 as legal counsel for the applicants,Idaho Conservation League and Sierra
Club.
IT IS FURTHER ORDERED that the attendance of Benjamin J.Otto is excused
from all further proceedings in Case No.IPC-E-15-01 unless needed by the Idaho Conservation
League and Sierra Club.
