On December 19,2014.PacifiCorp dba Rocky Mountain Power and Pacific Power
(collectively ‘PaciliCorp”),and Idaho Power Company,filed a joint Application asking the
Commission to approve the exchange of certain transmission assets.On October 24,2014,the
parties entered into a Joint Purchase and Sale Agreement (JPSA)and Joint Ownership and
Operating Agreement (JOOA)to largely replace or amend three Legacy”Transmission
Agreements.entered over the past 40 years.The new agreements would exchange the parties’
assets and reallocate ownership interests and operational responsibilities to address inefficiencies
caused by changes in “the regulatory landscape,the parties’respective load growth,and
investments in system upgrades.”Application at 2-3.The parties ask the Commission for an
Order approving the new agreements,and finding that the asset transfer is consistent with the
public interest.Id.at 11.
On January 13,2015,the Commission entered a Notice of Application,Notice of
Intervention Deadline,and Order granting the Petition to Intervene filed on January 6,2015,by
the Industrial Customers of Idaho Power.The Department of Energy and Federal Executive
Agencies filed a Petition to Intervene on January 27,2015,but has since filed a Notice to
Withdraw its Petition to Intervene.Rule 68,IDAPA 3 1.01.068.The remaining parties have
informally conferred and agreed to a schedule for processing this case.In light of the parties’
agreement,the Commission now issues the following Notice.

YOU ARE HEREBY NOTIFIED THAT the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules

of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than Wednesday,April 22,2015.The comment must contain a statement of reasons
supporting the comment.Persons desiring a hearing must specifically request a hearing in their
written comments.Written comments concerning this Application shall be mailed to the
Commission and Idaho Power and PacifiCorp at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the time limit set,the Commission will consider this matter on its merits and
enter its Order without a formal hearing.If written comments are received within the time limit
set,the Commission will consider them and,in its discretion,may set the same for formal
hearing.

YOU ARE FURTHER NOTIFIED that the Application,testimonies and exhibits
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission offices.The Application and testimonies are also available on
the Commission’s web site at www.puc,idaho.gov.Click on the “File Room”tab at the top of
the page,scroll down to the type of “Open Electric Cases,”and then click on the case number as
shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code §61-503 and 61-328.The Commission may enter any final Order consistent with
its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Application of PacifiCorp and Idaho Power for
an Order authorizing the exchange of certain transmission assets be processed by Modified
Procedure,IDAPA 31.01.01.201 -.204.Persons interested in submitting written comments in this
matter must do so no later than April 22,2015.Reply comments shall be submitted no later than
May 11,2015.
