On November 6,2014,the Commission issued a scheduling Order in each of these
five Modified Procedure cases.Order Nos.33168,33169,33170,33171,and 33172.The

Scheduling Order set a deadline for written comments in each case of December 5,2014,and a
deadline for reply comments of December 12,2014.
On December 3,2014,the Commission Staff filed a Motion to Extend the Deadline
for filing initial comments and reply comments in these cases.Staffs Motion requested an
extension of the deadlines for both initial comments and reply comments of one week.Given the
impending deadline for initial comments,Staff requested procedural relief on less than 14 days’
notice pursuant to Rule 256.03,IDAPA 31.01.01.256.03.For reasons set out below,we grant
Staffs Motion.
STAFF MOTION
In its Motion,Staff indicated it has been diligently reviewing the five Applications
and the IRP-based rates for each contract.Motion at 2.Staffs review of the 20-year rates
contained in each Application “involves complicated and detailed calculations based upon
different inputs for each Project.Review of the variables and verification of the inputs used [in
each case]is an arduous task.”Motion at 2.Staff further stated that its review of the material
has triggered additional questions and the need for additional review.Consequently,Staff
requested an extension for filing comments so that it could complete its review.
Staff proposed that initial comments originally due December 5 be filed no later than
December 12,2014.Staff also proposed that reply comments originally due December 12,be
extended until December 19,2014.After the Motion was filed,Staff counsel advised the
Commission that counsel for both Idaho Power Company and the qualifying facilities have
consented to the extension.
Based upon our review of Staffs Motion and given the consent of the parties,we find
that there is good cause to grant the Motion for procedural relief pursuant to Rule 256.03.
ORDER
IT IS HEREBY ORDERED that Staffs Motion to extend the deadlines for filing
comments in these five cases is granted.
IT IS FURTHER ORDERED that the deadline for any person or party to file written
comments is extended from December 5,2014 to December 12,2014.
IT IS FURTHER ORDERED that the deadline for submitting written reply comments
is extended from the close of business on December 12,2014,to 1 p.m.(MST)on December 19,
2014.
