ldaho Power Company ("!daho Powe/'), in response to the Notice of Application
and Notice of Modified Procedure issued in Order No. 33169 and Order No. 33189
granting the ldaho Public Utilities Commission ("Commission") Staffs ("Staff') request to
extend the comment deadlines and in response to the Comments of the Commission
Staff filed on December 12, 2014, hereby respectfully submits the following Reply
Comments to the Commission. With these Reply Comments, ldaho Power submits, as
Attachment t hereto, a "Second Replacement Appendix E" that incorporates Staffs
additional recommended rate adjustments consistent with those from ldaho Power's
Response to the Third Production Request from Staff.
IDAHO POWER COMPANY'S REPLY COMMENTS - 1
1. On November 21, 2014, Idaho Power filed lnitial Comments in this matter
which submitted a "Replacement Appendix E" reflecting the Commission-approved rate
adjustments from the Grand View Solar and Boise City Solar cases. Order No. 33179
(Grand View Solar); Order No. 33180 (Boise City Solar).
2. On December 12, 2014, Staff filed Comments recommending the
incorporation of additional price adjustments consistent with those made in ldaho
Power's Response to the Third Production Request from Staff. ldaho Power submits
herewith as Attachment 1, in both clean and redlined format, a "Second Replacement
Appendix E" that incorporates Staffs additiona! recommended rate adjustments
consistent with those from ldaho Power's Response to the Third Production Request
from Staff.
3. On December 18, 2014, Murphy Flat Power, LLC; Simco Solar, LLC;
American Falls Solar, LLC; American Falls Solar ll, LLC; and Orchard Ranch Solar,
LLC, filed Reply Comments. !n those Reply Comments, Murphy Flat Power, Simco
Solar, and American Falls Solar, each accepted Staffs recommended additional
adjustment from ldaho Powe/s Response to the Third Production Request of Staff, and
consented to ldaho Power preparing and submitting a revised Appendix E for each
project's Energy Sales Agreement ("ESA') reflecting that recommended adjustment.
American Falls Solar Il and Orchard Ranch Solar each accepted Staff's
recommendation that their ESAs be approved incorporating the rate adjustments
reflected in the "Replacement Appendix E" that was submitted with ldaho Powe/s lnitial
Comments of November 20,2014. Additionally, Simco Solar and Orchard Ranch Solar
provided information identifying their respective project locations in Appendix B of the
IDAHO POWER COMPANY'S REPLY COMMENTS.2
ESAs. Submitted herewith as Attachment 2 is a replacement page 39, in both clean
and redlined format, to incorporate the change in project location into Appendix B of the
ESA for Simco Solar.
4. For comparison purposes, the 20-year levelized rate for the ESA as
originally submitted is $64.68/megawatt-hour ('MWh') and the rate from the
Replacement Appendix E is $63.94/MWh. The estimated 2O-year contractual obligation
based upon the originally submitted prices is $68,692,839 and the estimated 2O-year
contractual obligation with the revised prices is $67,594,110. The levelized integration
charge contained in the ESA is the same in both instances at $2.46/MWh.
5. Should the Commission determine to accept the additional recommended
rate adjustments, ldaho Power recommends incorporation and approval of the Second
Replacement Appendix E, as well as the replacement page 39, with the approva! of the
ESA, rather than incorporating the same through a contract amendment.
