Grand View Solar and Boise City,I would like to register my support for these projects.
I support these projects wholeheartedly because they ate:
•Good for ratepayers
•Good for the economy
•Good for Idaho Power
•Good for our environment (for us and future generations)They are good for ratepayers.
Idaho is blessed with some of the best solar resources in the United States,and solar energy
is poised,as electronics did,to get better and cheaper.Contrast this with coal,which will
only get scarcer and more expensive.I am thrilled to see Idaho Power incorporating Idaho-
generated solar utility-scale power into their resource mix.This will be an opportunity for
both Idaho Power and the Grand View and Boise City providers to learn and to improve future
solar projects.
They are good for the economy.These projects will provide an estimated 450 construction jobs
for 12 months,after which they will employ maintenance professionals.This will create
additional local jobs and business opportunities in Idaho to support solar workers.
Landowners in Elmore County will receive up to 35 years of payments,and Elmore County will
add over $400,000/year to tax receipts.The U.S.solar industry employment grew 53 percent
from 2010 to 2013,per a Solar Foundation 2014 report.Idaho can and should share in that
growth!

wind,hydro and energy conservation +demand reduction to meet its power obligations.Coal
prices will only rise due to government regulations internalizing costs that were formerly
externalized (i.e.,cleanup),leaving Idaho Power with stranded costs.This is an opportunity
to learn how to do that.
They are good for our environment.Per the International Panel on Climate Change (IPCC),
carbon dioxide emitted now will continue to disrupt the earth’s climate for hundreds of years

estimated 30,000 homes and reduce the need for coal burning.It will also reduce the mercury,

Comment:Why not instead of trying to get a monopoly on energy you guys welcome incentives
that make solar power affordable to home owners and creates jobs.A huge field of solar
panels is nice gesture and all but I think you really just don’t want any competition.Also
what happens to birds over those solar panel monoculture fields?While I’m at it,putting a
dam on the Weiser River which starts right at my families property isn’t such a good idea
either,there’s plenty of things we can do before building a dam.Stop being selfish Idaho
Power.

I support the Grand View Solar Project.It is the right step for Idaho,both environmentally
and economically.It will produce 80 megawatts of electricity -equivalent to the power used
by 20,000 households.Solar power requires nothing to burn;it does not produce any emissions
at all whatsoever.To compare:80 megawatts of coal power emits 102,000 tons of Carbon
Dioxide a year (279 tons of Carbon Dioxide every single day),as well as Mercury,
hydrocarbons,Arsenic,Lead,and other toxic heavy metals.
The Grand View Solar Project will be located on 560 acres of unused farmland,and its
construction will not create any adverse effects on the local environment.This utility-scale
solar farm benefits Idaho Power by helping it meet recent E.P.A.requirements to reduce its
overall Carbon emissions.
I view the Grand View Solar Project as a tremendous financial opportunity for Elmore County,
as well as a good business direction for Idaho.We need industry that can supply 300 local
jobs for a year,as well as many permanent full-time positions for maintenance specialists.
This project will generate increased local revenue during the time of its construction,and
supply as much as $400,000.00 in yearly property taxes to Elmore County for many years to
come.
The Grand View Solar Project gets my full support.It benefits the environment and it is
undeniably good for Idaho’s economy.

I urge you to support the Boise City Solar Project.Along with the Grand View Solar Projectthatyouarealsoconsidering,the Boise project would be Idaho’s first utility-scale solargenerationplant.The 40 megawatts it would produce could power an estimated 10,000 average-sized homes,depending on weather conditions and the time of year.In addition,solar powersuchasthatfromthisprojectisproducedwhenweinsouthernIdahoneeditmost:DuringpeakperiodsonhotSummerdayswhenpowerdemandsonourutilitiesaregreatest.
A typical coal plant generating the same amount of electricity would produce 140 tons ofclimate-changing Carbon Dioxide daily,or 51,000 tons a year,not to mention emissions oftoxicMercury,hydrocarbons,Arsenic,Lead,and other heavy metals.There is just no reasontocontinuetoturnourbacksonclean,emissions-free sources of electricity generation forcostwhileatthesametimehelpingtoprepareIdahoanditselectricutilitiesforgreenhousegasemissionsregulationsforwhichthestateofIdahoisalreadypreparing.
Beyond its environmental benefits,projects like the Boise City Solar Project on city-ownedlandatthe20-Mile Farm will provide important economic benefits to local and stategovernments.It is estimated this project will provide up to 300 construction jobs for ninemonths.It will boost local businesses during construction.It will provide annual leasepaymentstotheCityofBoiseandanestimated$200,000.00 a year in property taxes to AdaCounty.
Commissioners,the developer of this project,like the developer of the Grand View SolarProject,have worked tirelessly with Idaho Power to craft the 20-year agreements awaitingyourapproval.This project is a win-win for all concerned:The developer,Idaho Power,andIdahoPower’s customers who are eager to have clean alternatives to fossil fuel generation.It is high time Idaho joins the other states that ate rapidly adding solar to their powersystems.
