As Commissioners,I know you are sometimes called on to make tough decisions in the face of much opposition.fortunately,this is not one of those times.Approval of the Grand View Project should be an easy decision for you.I know the rates offered by Idaho Power are the result of the power company’s most sophisticated power cost model using the most up to date inputs.I also know the rates were arrived at in order to maintain ratepayer neutrality.In addition,the project will be paying an integration charge for the costs of bringing its output seamlessly onto the grid. That said,I want to congratulate you for being part of a long legacy of Commissioners at the Idaho PUC who have helped steer the Idaho energy ship in the right direction.The Idaho Commission has been a leader in so many ways;from rejecting the ill-planned Pioneer Plant,to effective (if at times rocky)implementation of PURPA and the adoption of some of the most effective energy efficiency programs in the country.I hope we can add approval of the Grand View Solar project to the list.
