KLEIN DEPUTY ATTORNEY GENERAL DATE: JUNE 6, 2014 SUBJECT: IDAHO POWER’S APPLICATION TO EXTEND ADITC/REVENUE SHARING MECHANISM BEYOND 2014, CASE NO. IPC-E-14-14 On May 30, 2014, Idaho Power Company applied to the Commission for an Order that extends the duration of settlement terms approved in Order No. 32424. In that Order, the Commission approved a settlement stipulation that authorizes the Company either to: (1) amortize additional accumulated deferred investment tax credits (“ADITC”); or (2) share part of the revenues with its Idaho customers. The authority granted in the Order is set to expire at the end of 2014. The Company thus asks the Commission to issue another Order that allows the authority to remain in effect until: (1) the Company has accelerated the amortization of a total of $45 million in ADITC; or (2) the Commission otherwise modifies or terminates the settlement terms. The Company asks that the case be processed under the Commission’s Rules of Modified Procedure, and that a final Order issue by December 31, 2014. STAFF RECOMMENDATION Staff recommends that the Commission issue a Notice of Application with a 14-day intervention deadline. After the intervention deadline runs, a Notice of Modified Procedure can issue setting appropriate comment deadlines.
