On October 24,2013,Idaho Power Company filed Tariff Advice No.13-05 with the
Commission seeking authority to update its Schedule 86.Although the tariff advice reflects an
effective date of November 24,2013,Idaho Power has agreed to waive the effective date in order
to provide Staff sufficient time to propose that an alternative procedure be used to process this
matter.1 Staff recommended that the tariff advice be suspended and that the case be processed by
Modified Procedure.At the Commission’s regularly scheduled November 25,2013,Decision
Meeting the Commission suspended the tariff advice and determined that the case should be
processed by Modified Procedure.

YOU ARE HEREBY NOTIFIED that Idaho Power received notice regarding its
subscription to the Dow Jones index from McGraw Hill Financial that as of close of business on
Friday,September 13,2013,the Dow Jones index has transitioned to Platts.Platts now provides
the Non-Firm Mid-C electricity index information that was previously provided by Dow Jones.
YOU ARE FURTHER NOTIFIED that Idaho Power proposes that the reference in
Schedule 86 to “Dow Jones”be changed to “Platts.”Idaho Power further proposes removal of
the language “published in the Wall Street Journal.”
YOU ARE FURTHER NOTIFIED that Idaho Power’s tariff advice also proposes to
add the word “volume”before the words ‘weighted average”to provide additional clarity.Idaho
Power asserts that the calculation has always used the volume-weighted average of the daily on

peak and off-peak Mid-C Index prices for non-firm energy to determine the appropriate avoided
energy cost.
YOU ARE FURTHER NOTIFIED that Idaho Power maintains that the proposed
change would clarify the Company’s current practice that the weighted average used to
determine avoided energy costs under Schedule 86 is the volume-weighted average.
YOU ARE FURTHER NOTIFIED that Staff recommended that the tariff advice be
suspended.Staff further recommended that the matter be processed by Modified Procedure after
providing interested persons and parties an opportunity to intervene.
YOU ARE FURTHER NOTIFIED that the filing and any supporting workpapers,
testimonies and exhibits have been filed with the Commission and are available for public
inspection during regular business hours at the Commission offices.The filing and testimonies
are also available on the Commission’s web site at www.puc.idaho.gov by clicking on “File
Room”and then “Electric Cases.”
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code.The Commission
may enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 3 1.01.01.000 et seq.

YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter
must file a Petition to Intervene with the Commission pursuant to this Commission’s Rules of
Procedure 72 and 73,IDAPA 3 1.01.01.072 and -.073.Persons intending to participate must file
a Petition to Intervene no later than fourteen (14)days from the service date of this Order.
Persons desiring to present their views without parties’rights of participation and cross-
examination at hearing are not required to intervene and may present their comments without
prior notification to the Commission or the parties.
YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a
Notice of Parties after the deadline for intervention has passed.The Notice of Parties shall
assign exhibit numbers to each party in this proceeding.

YOU ARE FURTHER NOTIFIED that once the i’otic of Parties is issued,Staff will
convene an informal prehearing conference for the purpose of discussing a schedule to process
this case and any other issues raised by the parties.
SUSPENSION OF PROPOSED EFFECTIVE DATE
Pursuant to Rule 134.02 of the Commission’s Rules of Procedure,a “tariff advice not
suspended or approved goes into effect thirty (30)days after filing or on the proposed effective
date,whichever is later.”Idaho Power filed Tariff Advice N.o.13-05 on October 24,2013,with
an effective date of November 24,2013.However,Idaho Power agreed to waive its effective
date in order to give the Commission time to determine whether to suspend the tariff advice.In
the interest of persons and parties that may be impacted by the proposed update to Schedule 86,
and pursuant to Idaho Code §61-622 and 61-623,the Commission hereby suspends the
proposed update for a period of thirty (30)days plus five (5)months from November 24,2013,
or until such time as the Commission enters an Order accepting,rejecting or modifying the
request in this matter.
ORDER
IT IS HEREBY ORDERED that Tariff Advice 13-05 filed by Idaho Power for
authority to update its Schedule 86 is suspended for a period of thirty (30)days plus five (5)
months from November 24,2013,or until such time as the Commission enters an Order
accepting,rejecting or modifying the request in this matter.
IT IS FURTHER ORDERED that persons desiring to intervene in this matter shall
file a Petition to Intervene with the Commission no later than fourteen (14)days from the service
date of this Order.
IT IS FURTHER ORDERED that the Commission Secretary issue a Notice of Parties
after the deadline for intervention has passed.
IT IS FURTHER ORDERED that,once the Notice of Parties is issued,Staff convene
an informal prehearing conference to discuss the processing of this case.
