In Order No.32697,the Commission directed that a case be initiated outside of each
utility’s Integrated Resource Plan (IRP)filing for the establishment of the capacity deficiency
period to be utilized in the utility’s SAR methodology.Idaho Power filed its 2013 JRP with the
Commission on June 28,2013.On November 4.2013,Idaho Power filed this Application for
approval of the capacity deficiency period to be utilized in the SAR avoided cost methodology.
Idaho Power reports that its first deficit occurs in July 2021.
On November 26,2013,the Commission issued a Notice of Application and set a
deadline for intervention.Order No.32933.J.R.Simplot Company petitioned for,and was
granted,intervention.Order No.32937.A Notice of Parties was issued on January 21,2014.
NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that the parties have proposed that the case be
processed by Modified Procedure.Further,the Commission has determined that the public
interest may not require a formal hearing.Therefore,the matter will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules
of Procedure,IDAPA 31.01.01.201-204.The Commission notes that Modified Procedure and
written comments have proven to be an effective means for obtaining public input and
participation.
YOU ARE FURTHER NOTIFIED that the Application and workpapers have been
filed with the Commission and are available for public inspection during regular business hours
at the Commission offices.The Application is also available on the Commission’s web site at
www.puc.idaho.gov.Click on the “File Room”tab at the top of the page,scroll down to “Open
Electric Cases,”and then click on the case number as shown on the front of this document.

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and that the
Commission may enter any final order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 3 1.01.01.000,etseq.

YOU ARE FURTHER NOTIFIED that,based on discussion and agreement between
the parties,Staff proposed and the Commission adopts the following procedural schedule:
February 28,2014 Comment deadline
March 14,2014 Reply comment deadline
The parties agree that best efforts will be made to answer discovery within 14 days,but no later
than 21 days from the date of the discovery request.
YOU ARE FURTHER NOTIFIED that all testimony and exhibits in Case No.IPC
E-13-21 must comport with the requirements of Rule 231 and 267 of the Commission’s Rules of
Procedure.IDAPA 31.01.01.231 and 267.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or in opposition with the Commission no
later than Friday,February 28,2014.The comment must contain a statement of reasons
supporting the comment.Persons desiring a hearing must specifically request a hearing in their
written comments.Written comments concerning this Application may be mailed to the
Commission and Idaho Power at the addresses reflected below:
