HomeMy WebLinkAbout20131126notice_of_application_order_no_32933.pdfOffice of the Secretary Service Date November 26.2013 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF IDAHO POWER ) COMPANY’S APPLICATiON FOR )CASE NO.IPC-E-13-21 APPROVAL OF ITS CAPACITY ) I)EFICIENCY PERIOD TO BE UTILIZED IN )NOTICE OF APPLICATION THE COMPANY’S SAR METHODOLOGY.) )NOTICE OF )INTERVENTION DEADLINE ) ______________________________ )ORDER NO.32933 In Order No.32697,the Commission directed that a case be initiated outside of each utility’s Integrated Resource Plan (IRP)filing for the establishment of the capacity deficiency period to be utilized in the utility’s SAR methodology.Idaho Power filed its 2013 IRP with the Commission on June 28,2013.On November 4.2013,Idaho Power Company’filed its Application for approval of the capacity deficiency period to be utilized in the SAR avoided cost methodology.Idaho Power reports that its first deficit occurs in July 2021. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that Idaho Power filed its 2013 IRP with the Commission on June 28,2013.Idaho Power’s 2013 IRP identifies the first peak-hour deficit occurring in July 2016.Peak-hour load deficits are determined using 90th percentile water and 95111 percentile peak-hour load conditions.On October 15,2013,Idaho Power filed updated components of the incremental cost IRP avoided cost methodology consisting of an updated load forecast.updated natural gas forecast,and updated list of new and terminated PURPA contracts and long-term power purchase agreements.Applying the updated load and contract information with the 2013 IRP peak-hour deficits results in a first deficit for Idaho Power in July 2013. YOU ARE FURTHER NOTIFIED that on October 2,2013,Idaho Power filed a settlement agreement regarding the continuation of its demand response programs.Updating the peak-hour deficits with up to 440 MW of energy from the suspension of demand response programs results in the peak-hour deficits first occurring in July 2021.Consequently,Idaho Power requests the Commission approve July 2021 as the capacity deficiency period to be utilized in the SAR avoided cost methodology for Idaho Power. NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO.32933 1 YOU ARE FURTHER NOTIFIED that Staff recommended that the matter be processed by Modified Procedure after providing interested persons and parties an opportunity to intervene. YOU ARE FURTHER NOTIFIED that the Application and any supporting workpapers have been filed with the Commission and are available for public inspection during regular business hours at the Commission offices.The Application is also available on the Commission’s web site at www.puc.idaho.gov.Click on the “File Room”tab at the top of the page,scroll down to “Open Electric Cases,”and then click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code.The Commission may enter any final Order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter must file a Petition to Intervene with the Commission pursuant to this Commission’s Rules of Procedure 72 and 73,IDAPA 3 1.01.01.072 and -.073.Persons intending to participate must file a Petition to Intervene no later than fourteen (14)days from the service date of this Order. Persons desiring to present their views without parties’rights of participation and cross- examination at hearing are not required to intervene and may present their comments without prior notification to the Commission or the parties. YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice of Parties after the deadline for intervention has passed.The Notice of Parties shall assign exhibit numbers to each party in this proceeding. YOU ARE FURTHER NOTIFIED that once the Notice of Parties is issued,Staff will convene an informal prehearing conference for the purpose of discussing a schedule to process this case,the service of discovery,and other issues raised by the parties.
