Comment:I am a builder/remodeler.I’m surprised that ID Power would want to spend $130m to
prop up the Bridger coal plant when I personally have seen how much difference energy
efficiency?use of @ least 50,000 homes.
I appreciate ID Power’s continued commitment to the electrical infrastructure,but I worry
that they can only see the watts they can sale,and not the watts they don’t need to sale.I
urge the PUC to deny ID Power’s choice to rely on the quick easy power provided by coal.
ID Power’s infrastructure is essential to our economic growth as a region,and for
maintaining that they should be guaranteed a reasonable profit.But their choice to focus on
more power rather than smart power or efficient power strikes me as very 20th century.As my
power provider I would much rather see them invest in efficiency &renewables (like the rest
of the world)than in coal.
I ask the PUC to make it so.

for a $130 million rate hike,most of which will be used to retrofit the obsolete Jim Bridger
coal fired plant in Wyoming.Approving this request will only support Idaho Power’s recent
history of poor management.About ten years ago Idaho Power was a leader in the development
of renewable and alternate energy sources.We became shareholders because of this commitment
to the future of energy generation.Idaho Power’s management team eliminated these efforts
and instead chose to seek short term profits.As shareholders we have benefited by the
increased share price and consistent dividends but this rate increase and the others that are
bound to follow as they struggle to comply with improved emission standards will essentially
cancel our small profits.We can always sell the stock.We cannot select another electrical
utility.Approving the rate hike only delays the inevitable.If Idaho Power had continued
its efforts at alternative and renewable energy sources it would be easy to replace the
approximately 19%of base demand generated by the Bridger Plant.Please help them begin to
make the inevitable transition.Any short term loss of profit and dividend will be regained,
the environment will be improved,lives will be saved and the environmental blight of the
Bridger plant,clearly visible from 1-84 in Wyoming,can begin to be reclaimed.Please help
Idaho Power shareholders and customers as well as all the citizens of Idaho and the
surrounding states by denying the rate hike request so we can begin to move into the 21st
century with the hope our children can enjoy the same healthy environment as we do.Thank

I am writing this letter to ask the Public Utilities Commission to reject the proposal for
Idaho Power to spend money on bringing coal energy from the Jim Bridger Power Station to
Idaho.There are many reasons why this isn’t a good reason for utility paying customers and
Idaho.
As a local business owner,it doesn’t make good business sense to be investing money into
anything other than renewable energy sources.The fees that the customers will incur will
likely be more expensive by investing in a dirty resource that everybody knows is causing
great ecological damage and is responsible for major health issues.The cost to the
environment and the public health should be a part of the price that we are looking at as
customers.Furthermore,the cost of solar and wind energy is now much less expensive and it
is accessible in a state that has a lot of wind and solar.A smart business plan would be one
in which the customers save the most money and also get the most benefit.
The citizens of Idaho live here because we value the outdoors.If we continue this archaic
energy practice of using coal energy,we are ruining the ability for future generations to
enjoy the beauty we have now.
Idaho Power also has shareholders to keep in mind.Shareholders will want to see what is
going to pay off not just in the short term,but in the long term.With the taxes and fines
that will be applied to coal,the likelihood is that Idaho Power shareholders will not want
to invest in this plan and this will cost the local economy.
Most importantly,we need to realize that coal doesn’t make sense anymore and it hasn’t for a
long time.Global warming is an established fact by science and seen by the extreme weather
patterns we are all experiencing around the world.We don’t have time to be making risky
business moves at the expense of our children and this beautiful planet.
I am also speaking for those that cannot-children,those sick,the developmentally disabled,
those too busy with working and children and the creatures that share this great Earth.Thank
you for taking the time to consider my comments as an indirect paying customer.I pay rent
and my household is paying Idaho Power for my utilities.Additionally,I want to thank the
Public Utilities Commission for the opportunity for comment as well as the hearing.I

to state that I don’t support Idaho Power’s plan to invest in coal plant retrofits and I
don’t believe ratepayers should pay for those investments.I also don’t believe that Idaho
Power should be granted a CPCN for investments in a source of energy that contributes to
climate change,and put public health risk.
I am concerned about climate change and being a professional health coach the pollution
factors of using coal is a large concern for everyone health,animals included.I’m aware of
many non-polluting,viable,renewable energy sources that I believe are well worth Idaho
Power seriously investigating and researching as alternatives to coal and other dangerous
polluting energy sources such as nuclear.
I’m going to introduce you to one source of energy that from my initial research seems to be
a great form to consider as a primary source we could be easily using here in ID and across
the country and world.111 cut and paste in an overview article for you all to read over and
consider.
Why Alcohol Fuel?The Two-Minute Summary
1.Almost every country can become energy independent.Anywhere that has sunlight and land
can produce alcohol from plants.Brazil,the fifth largest country in the world imports no
oil,since half its cars run on alcohol fuel made from sugarcane,grown on 1%of its land.
2.We can reverse global warming.Since alcohol is made from plants,its production takes
carbon dioxide out of the air,sequestering it,with the result that it reverses the
greenhouse effect (while potentially vastly improving the soil).Recent studies show that in
a permaculturally designed mixed-crop alcohol fuel production system,the amount of
greenhouse gases removed from the atmosphere by plants—and then exuded by plant roots into
the soil as sugar—can be 13 times what is emitted by processing the crops and burning the
alcohol in our cars.
3.We can revitalize the economy instead of suffering through Peak Oil.Oil is running
out,and what we replace it with will make a big difference in our environment and economy.
Alcohol fuel production and use is clean and environmentally sustainable,and will revitalize
families,farms,towns,cities,industries,as well as the environment.A national switch to
alcohol fuel would provide many millions of new permanent jobs.
4.No new technological breakthroughs are needed.We can make alcohol fuel out of what we
have,where we are.Alcohol fuel can efficiently be made out of many things,from waste
products like stale donuts,grass clippings,food processing waste-even ocean kelp.Many
crops produce many times more alcohol per acre than corn,using arid,marshy,or even

marginal land in addition to farmland.Just our lawn clippings could replace a third of the
auto-Fuel we get from the Mideast.
5.Unlike hydrogen fuel cells,we can easily use alcohol fuel in the vehicles we already
own.Unmodified cars can run on 50%alcohol,and converting to 100%alcohol or flexible
fueling (both alcohol and gas)costs only a few hundred dollars.Most auto companies already
sell new dual-fuel vehicles.
6.Alcohol is a superior fuel to gasoline!It’s 105 octane,burns much cooler with less
vibration,is less flammable in case of accident,is 98%pollution-free,has lower
evaporative emissions,and deposits no carbon in the engine or oil,resulting in a tripling
of engine life.Specialized alcohol engines can get at least 22%better mileage than gasoline
or diesel.
7.It’s not lust for gasoline cars.We can also easily use alcohol fuel to power diesel
engines,trains,aircraft,small utility engines,generators to make electricity,heaters for
our homes—and it can even be used to cook our food.
8.Alcohol has a proud history.Gasoline is a refinery’s toxic waste;alcohol fuel is
liquid sunshine.Henry Ford’s early cars were all flex-fuel.It wasn’t until gasoline magnate
John D.Rockefeller funded Prohibition that alcohol fuel companies were driven out of
business.
9.The byproducts of alcohol production are clean,instead of being oil refinery waste,
and are worth more than the alcohol itself.In fact,they can make petrochemical fertilizers
and herbicides obsolete.The alcohol production process concentrates and makes mote
digestible all protein and non-starch nutrients in the crop.It’s so nutritious that when
used as animal feed,it produces more meat or milk than the corn it comes from.That’s right,
fermentation of corn increases the food supply and lowers the cost of food.
10.Locally produced ethanol supercharges regional economies.Instead of fuel expenditures
draining capital away to foreign bank accounts,each gallon of alcohol produces local income
that gets recirculated many times.Every dollar of tax credit for alcohol generates up to $6
in new tax revenues from the increased local business.
11.Alcohol production brings many new small-scale business opportunities.There is huge
potential for profitable local,integrated,small-scale businesses that produce alcohol and
related byproducts,whereas when gas was cheap,alcohol plants had to be huge to make a
profit.
12.Scale matters—most of the widely publicized potential problems with ethanol are a
function of scale.Once production plants get beyond a certain size and are too far away from
the crops that supply them,closing the ecological loop becomes problematic.Smaller-scale
operations can more efficiently use a wide variety of crops than huge specialized one-crop
plants,and diversification of crops would largely eliminate the problems of monoculture.
13.The byproducts of small-scale alcohol plants can be used in profitable,energy-
efficient,and environmentally positive ways.For instance,spent mash (the liquid left over
after distillation)contains all the nutrients the next fuel crop needs and can return it
back to the soil if the fields are close to the operation.Big-scale plants,because they
bring in crops from up to 45 miles away,can’t do this,so they have to evaporate all the
water and sell the resulting byproduct as low-price animal feed,which accounts for half the
energy used in the plant.

I am an 11 year old from Riverstone International School.My class recently finished a
unit about renewable energy sources.At the end of our unit,we held a debate about the pros
and cons of fossil fuels such as coal and oil.I have learned that coal and oil are
definitely not as reliable as other renewable sources of energy such as Solar power,
Hydropower,Wind and Geothermal.First,Coal really pollutes our air and is a major cause of
global warming by producing extra carbon dioxide and green house gasses.Coal produces twice
as much carbon dioxide as natural gas in order to produce the same amount of heat.Second,
coal mining impacts the environment because it has to be transported in ways that cause mote
pollution and it is expensive to do this.It also harms coal miners lungs and affects the
wildlife because it strips their habitat and it is very noisy.Finally,there ate limited
amounts of coal left,so why would we plan to use coal in the future instead of more

I am against Idaho Power buying in to the Jim Bridger Power Plant in Wyoming.I don’t think
it expresses the environmental concerns of their consumers.We need to diversify our power

Grow stated,“Idaho Power needs a glide path to carry us beyond coal rather than jumping off
a cliff...’
This is a self-created cliff because this utility has not demonstrated a sincere desire to
incorporate renewable energy sources.A nearby neighbor,Excel Energy in Colorado boasts that
they have paid $286 million in incentives to their customers who have install PV systems --
since 2006.Colorado has been working on this for seven years.There are seven other states
that produce more energy from renewable sources than Colorado.The “cliff’Ms.Grow refers to
could have long ago been prevented.
Ms.Grow added this comment:“Idaho Power is not proposing to expand the Bridger plant,nor
are we asking to extend the operation of the plant past its expected service life.”
True,the utility is not asking this today,but tomorrow they may.
Idaho Power has not shown a serious inclination to invest/encourage renewable energy sources.
You,our PUC,are the only entity that can provide an impetus for this utility to pursue
renewable sources.We,the consumers,are powerless in this regard since we have no other
store from which we can purchase watts.

Comment:It has come to my attention that Idaho Power has requested to invest millions of
dollars in dirty coal production through the Wyoming-based Jim Bridger Power Station,rather
than invest in sustainable,clean alternatives available right here in Idaho.
As a life long resident of Idaho,I am concerned that such a large portion of our energy

My name is Joanie Fauci.I live at 2944 Hillway Dr Boise 83702.I am a concerned citizen.
I wish to thank the commissioners for holding this public hearing and considering the
public’s views.
I have to admit that where our power came from was not something I used to worried about.
But for the past year or two I have learned that Idaho Power uses coal to satisfy about 40%
of our energy needs.40%!I thought West Virginia and the Navajo Reservation were the only
places still using coal.I want to point out that some of publicity around coal use comes
from Idaho Power itself.So,at least they are being open about its use.But,since coal is
being used to provide power to me,I am part of the problem.I’d rather be part of the
solution.I have since started educating myself about power.
Today’s hearing is about whether Idaho Power can enter into a “binding ratemaking treatment”
of reducing their own risk while saddling us ratepayers with $18 million of coal plant
upgrades for the next 20 years.
-I truly feel that the PUC should not allow this.
-The time is now to start moving away from coal,not adding more debt to an ageing
system.
-Rather than upgrading the Jim Bridger plant and subsequent ones,Idaho Power should
work with the relevant agencies to decommission these plants early and use the money instead
to build or do research in some of the newer,cleaner technologies.The Boardman Coal Plant
in Oregon has done this.The Reid Gardner Plant in Nevada has done this.
-In 1931 Thomas Edison stated “I hope we don’t wait until we run out of oil and coal
before we find an alternative energy source.”
-The 6th Power Plan for Bonneville Power Administration done by NW Power &Conservation
Council has found that they can cover 85%of new energy needs for the next 20 just through
efficiency and conservation methods.
-Idaho Power did not even consider efficiency and conservation when determining their
need to stick with coal.They only considered coal and gas.There are other options.
The current regulatory structure directs utilities to provide low cost energy at a rate that
covers the costs of their investments plus a reasonable return.
-This gives utilities have every incentive to build more infrastructure and sell more
power.

-Upgrading the Jim Bridger plant will add more debt to Idaho Power’s investment which in
turn will be passed onto the consumer
-We need to change the regulatory structure
o Maybe low cost power should not be part of the equation
o Maybe making money for shareholders should not be part of the equation
o 2S years ago who would have thought we’d give up our landlines for cell phones,it’s
time for change.
o Utilities need to embrace new business models that incorporate distributed resource
inputs and demand side or demand response outputs.
o More and more homes and businesses are putting solar on rooftops.Among other
benefits,this helps with cooling needs in the summer months and lessens the need for huge,
new transmission lines.
o Technological improvements in smart metering no longer forces peak power prices to be
averaged out and passed on to consumers equally.
o Appliances and even whole homes are now becoming smart enough to communicate with
transmission sources.
o Smart grid technology has so much potential.
o Rather than being “delivery providers”,maybe our utilities can change and become
“energy service managers”.They would have the platform,be the traffic cop,and maintain the
trading floor of providing energy.
o The solution is to come up with other ways for utilities to make money.The PUC must
give utilities leeway to experiment and innovate.
o Other states and cities are already doing this.We may not have to reinvent the wheel,
just look around,investigate solutions that work elsewhere,and change with what will work
here.
o These are some of the issues I have learned about in my research.I hope the Idaho
Public Utilities Commission can help Idaho Power and other utilities move forward into a
cleaner,leaner industry.

Comment:I am a rate payer and also contribute to Idaho Power’s Green Program.I’m appalled
we are still relying so heavily on antiquated coal plants.It’s a major contributor to the
desecration of our land.There is no such thing as “clean coal’and I am unwilling to pay
extra money to fund any more coal plants.A lot of other countries and states have moved to
renewable resources and have decided that working with the earth and the natural elements
such as wind,solar,etc is the only equitable choice for the future.What do we gain from
utilizing these methods of obtaining energy?Life.I love living in Idaho and would enjoy
living at least 50 years longer.And more importantly,I’d like our children and future
generations to be able to live in a world where they are able to breathe clean air,drink
clean water,and eat untainted food.I think it’s very basic.If we are to save ourselves and
the children the only choice is to move away from coal and invest in clean,green energy.

Please do not allow Idaho Power to charge rate-payers $130 million to upgrade Jim Bridger.
Idaho Power needs to stop burning coal for electric power.Instead,invest in clean energies,
such as solar and wind.
Idaho Power investors should share some of the $130 million cost.
