Dear Commission Members,
On behalf of the Board of Directors for the Greater Pocatello Chamber of Commerce I would like to
support Idaho Power Companies request for a certificate authorizing the company to invest in required
new environmental controls at the Jim Bridger coal fired generating plant near Rock Springs,Wyoming.
The power provided to the State of Idaho from this plant is important to the economy of Idaho and
especially Southeast Idaho.This plant will continue to allow our region to have the fair priced energy
that we experience now and continue that into the future.
It is important that we continue to use coal power as a reliable source of power that cannot be replaced
by intermittent resources like wind or solar power.
I am asking that please approve this request from Idaho Power so that we can continue to move the
Economy of Idaho forward.

I am an Idaho Power customer,and I don’t want to invest in dirty coal power.
I understand the need to clean up the ozone-destroying NOx chemicals that this source of
energy produces,but am amazed that Idaho Power is not considering the amount of carbon
dioxide that these types of power plants generate.Actually,I know that they are not
required to worry about global warming,but,from what I have read,‘‘75%of Idaho’s citizens
ARE concerned about the impacts of global warming on climate change.This issue could/will
have impacts on the water resources that Idaho currently has.
The plan that Idaho Power proposes does not seem thoughtful to me.Many power companies are
divesting from coal-powered electricity,as I am sure you are aware.Yet Idaho Power is
proposing to continue their investment and “buy time”until they can figure out what balance
of hydroelectric,wind,and solar is worth selling to their investors and consumers.It may
be too late to wait for their corporate leadership to get creative and demonstrate their
capacity for “thoughtful planning”.I strongly favor renewable,sustainable energy sources.
The risks and costs involved in such decisions are certainly complex.I guess that as long
as we continue to get great snow pack and river flows I should not care about global warming.
The problem is that current trends suggest we are experiencing drought conditions in Idaho.
Our water resources are one of our most precious natural resources;not only for agriculture
and recreation,but for the water required by the Mountain Home Air Force base in the near
future.
There are many approaches to addressing this issue such as a much greater emphasis on energy
efficiency and conservation.I strongly encourage you to request that Idaho Power
demonstrate to us that they are effectively analyzing and planning for the power requirements
of Idaho in the 21st century.Furthermore,request that they pass the risk of their plan on
to their investors;not on to their consumers.We want clean power!

Comment:I do not believe that Idaho Power should put money into the Jim Bridger Power
Station.As a stock holder in the company,I think it is a bad investment.More money will
probably need to be put into it later to comply with upcoming EPA regulations.
According to Klaus Lackner who is doing research in carbon sequestration,old power plants
are hard to retrofit.With likely regulation in the near future,putting more dollars into
plant is a bad idea.
Even more important than my stock,is my daughters future.I dont want her to have to live
a life with the plague climate change.Developing cleaner,alternative energy will Idaho
also provide opportunities for good jobs for this next,innovative generation.

Comment:As an Idaho Power customer and share holder I want to make my objections clear about
Idaho Powers use of coal to produce electricity.
It is time for Idaho Power to move into the future with a wider vision regarding its role in
making the planet better instead of making existing problems worse.Burning coal to produce
electricity does nothing to address the growing problems associated with climate change.
would like to see Idaho Power do more to encourage conservation,invest far more money in
research into other forms of energy,and do more to encourage people to use solar panels on
their homes as well as investing in greater production of solar power than in committing
itself to greater use of coal.
Investing in burning more coal under the argument of it being better for financial reasons is
short sighted.We will pay down the road in a wide variety of ways from climate-related
problems to falling behind other countries in the production of cleaner power.
You need to think about doing more for clean air,clean water,and lowering our reliance on
high carbon electricity.
Please act for the long term and not for short term economic gains that will be losers down
the road.

Comment:I am very opposed to giving Idaho Power approval to further invest in coal plant
power.Coal must be phased out quickly in power generation because of its very extensive and
damaging environmental impacts.We can no longer produce electricity by coal because of the
pollution it creates.
If I had a choice to get electricity from another utility than Idaho Power I would do so
immediately.
Idaho Power is a bully of power generation.It does not care about the pollution and

agenda —locking in its customers to dependence on coal.Idaho Power knows that there are
other choices.There is the choice to speed up retirement of the coal assets.There is the
choice to support the growing demand for cleaner and more affordable energy.Every day,Idaho
Power repeats a lie to Idahoans that it is interested in conservation,in small-power
producers,in the opinion of customers.Idaho Power repeats the lie that its customers only

I live in Payette County not far from the Langely Gulch power plant.As a resident of our
great state and a residential power user of Idaho Power,I request that you grant Idaho Power
a certificate authorizing the company to invest in the required environmental controls at the
Jim Bridger coal-fired plant in Wyoming.
I do not want to see our power rates raised up as they are in so many places in the US!I
have friends and family who are on very low and fixed incomes and they cannot afford any
higher rates.
Utilizing both coal and hydro are the most reliable and cost effective sources we have.Wind
and solar look cool on paper,but they are horribly expensive and really change the scenic
value of the area (Oregon &Washington’s Columbia River Basins are examples of tons of wind
machines/farms).Plus they do not work unless there is wind or sunshine!I don’t have wind at
my house -I have sun,but not 24/7!Where would my electricity come from the rest of the
time?
SO YES!please make the upgrades to the Wyoming power plant!It is the sensible thing to do!

on a “glide path”out of coal as an energy source for power production.(Lisa A.Grow PUC
testimony 11/7/2013 ).By seeking “binding ratemaking treatment”Idaho Power management on
behalf of company shareholders proposes shifting the risk which they should bear to Idaho
Power customers.Rate payers should not bear the burden of the risky investment that Idaho
Power proposes to make in fixing pollution problems at the Jim Bridger Power Plant.
Idaho Power’s net income of $149.3 million for the first nine months of 2013,compared to net
income of $150.1 million for the same period in 2012 (Wall Street Journal,11/5/2013),
suggest times are good at Idaho Power.Should Idaho Power not choose to self-fund investment
in selective catalytic reduction at Jim Bridger,then the company can go to the capital
markets.
But perhaps Idaho Power knows that numerous financial advisors are “excluding companies whose
primary business is the mining or production of coal ...and excluding utilities which rely
on coal fired plants for a significant portion of their power generation.”(Friends Fiduciary
Corporation 10/9/2013---policy posted at www.friendsfiduciary.org)So while fixing coal
pollution problems may be too risky for financial advisors to recommend;it is not too risky,
as far as Idaho Power is concerned,for its rate payers.
Idaho Power has not produced a convincing case for how it will handle the long-term risks of
coal-fired energy production.In numerous recent cases before the PUC,Idaho Power has
evidenced a strategy to undermine renewable alternatives and conservation,all the while
trying to protect its coal fleet.
It is time for the Idaho Public Utilities Commission to steer utility policy for the long
term benefit of Idaho rate payers.Coal is a bad long term bet.The $130,000,000 band-aid is
only the first of many to what will become increasingly risky investments in “fixing”a dirty
fuel source.
I urge the Idaho Public Utility Commission to deny the certificate of convenience and
necessity and the binding ratemaking treatment that Idaho Power has proposed.

Regarding IPC-E-13-16 Idaho Power meeting state &federal clean air requirements
The Snake River Economic Development Alliance (SREDA)is a (3)county,two (2)state regional
alliance that focuses on bringing new investment and jobs into a rural region with a
depressed economy.After,two and one-half years,we are seeing the beginning signs of
economic growth and stability.We are very fortunate to be within the Idaho Power service
area.
Idaho Power has some of the lowest power rates in the nation.They have done a great job
planning for our future economic growth by expanding their portfolio of energy sources.
Without this,we would not be able to market our region for new business and investments.
Idaho Power has been a great partner with SREDA in helping to land new businesses.They have
been readily available to assist us with when we respond to proposals from companies;helped
us with site visits from those companies;and they work hard to present a clear picture to
our clients on what their power rates would be should they choose to expand their business to
our region.
SREDA is supportive of Idaho Power maintaining and upgrading their existing facilities for
economic and environmental reasons because it is very responsible and prudent.It ensures us
that we will be able to continue to grow our rural economy into sustainable and livable
communities;and it helps to maintain the cost of power at a reasonable rate.
We understand that there are many sources of power generation.We also understand the cost of
each of those sources and whether they are a consistent source or an intermittent source.In
the realm of economic and community development,having affordable and consistent sources of
energy are a must!Energy from coal is one of the more reliable sources for energy.The
economic impact of the coal industry has had a positive impact not only in Rock Springs and
the State of Wyoming,but here in Idaho,we have benefited as well —with low cost power and
with the availability of jobs in the coal industry for displaced Idaho workers.
We applaud Idaho Power for wanting to upgrade the Jim Btidger Coal-Fired Plant to meet the
air quality standards.We encourage the Commission to issue the certificate authorizing Idaho
Power to invest in the required new environmental controls.

The Idaho Power Company’s request to incorporate upgrade expenses of the Jim Bridger coal-
fired generation plant needs careful scrutiny and more factual data.I urge the Commission
to deny and consider these areas of concern:
1.Binding ratemaking treatment is not justified and should be denied.Idaho Power
Company (IPCO)‘s identified need and risk scenarios have not been sufficiently documented.
I do not see where a compelling case for public need has been made.
2.The applicant essentially is having ratepayers cover potentially high and potentially
higher unforeseen costs to keep these four aging coal—fired generators running.With the
likely environmental restrictions on mercury,coal ash and other Clean Air Act requirements,
IPCO has not fully accounted for risks and future costs of keeping this coal plant operating.
As a consumer and ratepayer,I do not want to burdened with these unknown costs and
uncertainty —let their stockholders bear most of this risk.
3.The Idaho PUC would be wise to wait until its partner Pacifcorp provides data and
answers to the important questions raised by the Oregon PUC in October on detailed financing
and possibly escalating future costs.
4.Alternative generation sources (including better conservation)to the Jim Bridger plant
have been narrowly reviewed and analyzed by the applicant.Much more rigorous alternative
scenarios should be considered and initiated.Innovative and distributed solar projects are
not embraced by IPCO,as they are in Oregon.The applicant routinely discourages alternative
forms of generation and efficiencies —large and small.Their distrust of wind sources and
the recent PURPA rate activities demonstrate their reluctance to use a more varied and
distributed load mix.
5.Discouraging small and large alternative producers and logical load reductions appears
to be routine.Two of my residential experiences are illustrative:
A.In 2008-09,I checked with equipment suppliers and gathered installation estimates for
rooftop solar generation equipment on my Boise residence.(I already had a well-functioning
solar hot water installation reducing our need for natural gas domestic hot water and our hot
water space heating.)In vain I searched on the IPCO website to find an application to become
a small generator and learn IPCO’s rules for hook-up.I then telephoned the company and asked
them to guide me to the person or correct website subpage to obtain the application —the
receptionist was uninformed and unable to help me.Meanwhile,IPCO over these years mailed
out several inserts with utility billings touting their ‘green’or other small alternative
projects such as the Castleford School solar installation and other piecemeal efforts (many
of them financed by Bonneville Power funds).They wanted to appear progressive and green,but

it seems like window dressing for individuals actually seeking to reduce their load and self
generate.To the individual homeowner or small business wanting to install electrical
generation,there was no encouragement or easy,consumer friendly access.This official
stance has improved a tad on the IPCO website (though I challenge you to find a simple way
for homeowners to learn the steps of hook up on the current IPCO webpage).E.g.,visit
https ://www.idahopower.com/AboutUs/BusinessToBusiness/Generationlnterconnect/default.cfm;
there is no straightforward application.And several attempts from the Residential subpage
only ioop me back to the main page,or tell one to go to another website,“OASIS,”and “get
in a queue.”Too much clicking away,not friendly.At least in 2014 ,unlike in 2008,there
now is a pdf that begins with “In compliance with NERC standard FAC-001-0”that stipulates
interconnect requirements in a very legalistic manner).All of this push-away the small
generator behavior is even more frustrating,given dramatically lower costs of solar panels
in the last three years.
B.In a similar vein,I eventually**signed up for IPCO’s A/C Cool Credit program.My
home,due to its size and odd configuration,has two air conditioning units.That program is
now suspended —and sort of re-started,but with no advertising!How smart was all this
capital outlay for the A/C interruption equipment and labor costs installed at my home and
many others in western Idaho?Just write that one off as another window dressing effort that
went nowhere?Now,the equipment sits there.What happens next?I signed up,not motivated by
the princely $7 or $8 credit on my bill over 3 months,but to be a good citizen and reduce
summer peak load needs.What was that all about?It’s just easier to burn coal in Wyoming
and upgrade those old generators with scrubbers,I guess,and encumber us with unknown,
likely escalating costs,than invest in meaningful efficiencies,conservation and load
reduction.
In closing,I would remind the Commissioners and staff that in 1975,IPCO had a demand
forecast that projected 7%load growth after the mania of hooking up a tremendous number of
ag irrigators.The company believed it needed to build a large coal-fired plant 25 miles east
of Boise,the Pioneer Plant.The thorough analysis of PUC staff and sharp,analytical
questioning of the PUC Commissioners brought out the flaws in the demand forecast and IPCO’s
failure to fully account for all of Pioneer’s projected costs.The PUC turned down Pioneer’s
application —and demand,interestingly,only grew at 1.3%,as staff had figured out.
Please do not approve Case No.IPC-E-13-16,and please require better analysis and cost data
from the applicant.Saddling our power future on a risky coal horse does not make a lot of
sense,given natural gas pricing and many meaningful opportunities for more efficiencies,
load reduction,and alternative power production that would make the power infrastructure
more safe and reliable.

I disagree with the November 23,2013 ID Statesman Reader’s View column titled ‘<Coal hearing
begins important conversation on energy future”by Lisa Grow,ID Power’s senior VP of power
supply.She asserts that IP’s current PUC request seeks to “...recover the cost of these
mandatory upgrades,as long as they are determined to be in our customers’best interests.”
How can environmentalpollution be in our best interests?
These upgrades are mandatory only because IP has delayed and resisted implementing viable
noncoal alternative energy sources,whining that current technology is insufficient and
unreliable.So continued reliance on dirty,environmentally polluting coal remains IP’s sole
tunnel-vision option.Why should the ratepayers bear the cost of IP’s “glide path”for
buying time,when it has refused to plan for and make nonpolluting choices for today and the
near future?Let IP ALONE bear the risk for this required upgrade to its beloved coal plant,
not its ratepayers,powerless except for PUC’s support.PUC should rule that such upgrades
are NOT in IP customers’best interests.
I have been an IP residential customer for exactly one year in my newly built all-electric
home.During construction planning in 2011,I attended several Boise area environmental
programs,where I heard IP staff and (too)few independent experts say that IP’s energy was
not only lower cost,but environmentally clean and sustainable.Ultimately,I chose
electricity as my exclusive energy fuel source,except for solar water heating,because I
believed this was a cleaner,nonfossil route.Since then,but too late,I have learned that
the hydropower sources often fluctuate,becoming a minor contributor to IP’s power supply.
Coal is the silent,unrelenting gap-filler.Many other ratepayers likely share my
frustrations and repulsion for IP’s ever-growing coal pollution.
As numerous other local ratepayers and energy experts have noted during this well-publicized
energy debate,the immediate IP funding request is just the first of many,all of which
ratepayers may bear eventually.Why should ratepayers absorb all costs of IP’s refusal to
find current alternatives to coal?
I request that the PUC deny IP’s incomplete,short-term,near-sighted request.Reduce the
pollution!

I am writing to the Public Utilities Commission to make a stand AGAINST Idaho Power’s
potential $130 million investment into the Jim Bridger coal plant,Units 3 and 4.I do not
believe that Idaho Power should be granted a CPCN for investments into a source of energy
that contributes to climate change,and puts public health at risk.I understand that the
investment is for a selective catalytic reduction (5CR)system,and will make the plant
cleaner by reducing nitrogen oxide emissions,but SCR’s do not control many other greenhouse
gas emissions such as carbon dioxide (CO2).Since SCR’s do not control carbon dioxide and
the eventual cost of controlling CO2 emission is unknown,granting $130 million to install
SCR’s on a dirty coal plant would be a highly irresponsible use of ratepayer dollars.
It is easy to see that the world is making a progressive movement towards clean and renewable
energy sources.Idaho needs to be a leader in this movement and should be looking to cleaner
energy sources instead of extending the lives of polluting coal plants.It may not always be
the easiest decision,but it’s the right decision.Do not invest in the Bridger coal plant.

meet emmission standards on one of their coal-fired generating units in Woming.Idaho Power
claims it is necessary to allow them to “transition to other sources of energy”(op ed Id
Statesman).Their actions,however,would seem to indicate something different.They have
suspended conservation programs in residential air conditioning and agricultural pumping and
there are documented cases of Id Power’s obstructing/delaying permiting of wind farms and
redecing incentives for solar projects large and small (feature article High Country News).
Current emission standards are most likely going to become more restrictive,making Id
Power’s plan to use coal as a major source of their power all the more expensive to
ratepayers.I believe this risky investment should be bourne by Id Power’s shareholders if
allowed at all.Further,coal is poluting from extraction to
transportation to combustion to combustion waste.It is estimated that 30%of US carbon
polution comes from burning coal.We must obtain power from cleaner sources.Idaho is rich
in wind,solar and geothermal resources and has promising oppotunities for biomass

As an Idaho native,I have a long and varied relationship with Idaho Power.As a customer,I
have been well satisfied with the reliability of their service and with the professionalism
of the field staff.As a citizen of Idaho and an activist the story has been not so
satisfactory.I have been an opponent of Idaho Power’s various coal plant proposals starting
with the Pioneer Plant proposal and continuing through the various proposals they had for
coal plants along the Snake River.I worked with the opponents of Idacorps proposed gas
fired plant near Middleton.
I have on the other hand had a very favorable experience with Idaho Power on the first Solar
for Schools project at Castleford and on the Energy Efficiency Education Project.I served
on the advisory committee for that project and also served on the Magic Valley Energy Task
Force.I was most pleased with Idaho Power’s efforts in energy efficiency and conservation,
appreciated their early efforts on net metering.
But now it seems that something has gone awry in the thinking of the upper management of
Idaho Power.They seem to be moving away from those projects that make long term economic
and environmental sense and are moving back into a mindset more befitting the dawn of the
industrial age,rather than its demise.There are options,good options,most essentially in
energy efficiency and conservation,point of use renewable consumption.To want to invest a
large amount of customer dollars in coal plants is not in the public interest and though
Idaho Power is a private corporation,by its very nature,its monopoly demands that it make
policy decisions not just in the interest of stockholders,but in the arena of public policy.
The days,or as I like to say daze of good ol’boy power politics is drawing nye.It is time
to move ahead to serve both the public and the planet.Investing in coal when more relevant
options are available is unacceptable.I oppose Idaho Power’s position in this matter and I
would hope that the Idaho Public Utilities Commission would deny this request and send Idaho
Power back to the planning process with a broader and more responsible agenda in mind.

•City and county planning agencies should consider the energy impacts of planning and
zoning decisions,transportation and on green building options.
•Architects,engineers and builders need to be educated as to the design technologies,
passive heating and cooling and efficiency that can be built into homes.We need to build
solutions,not more problems.
Conservation and Efficiency:
•The cleanest and cheapest energy is that which we don’t use or don’t waste.
•The second cleanest and cheapest energy is passive energy,such as wind or sun that can
be used with minimum inputs,i.e.clotheslines,curtain,blinds,shade trees or solar tube
lighting.
•Energy efficient lights,appliances,timers should be used to minimize the amount of
energy that is used.
•Economic incentives such as tax breaks and the investment of pollution credits should
be invested in energy efficiency and renewables..
•Studies for the NW Energy Coalition and the Northwest Power Planning Council show there
are several thousand megawatts of energy efficiency and conservation available in the region.
Buildings:
•What kind of buildings and where we build them have a major impact energy consumption
and other resource demands.
•Long term energy impacts must be considered in the construction,operation of buildings
and in transportation to and from those buildings.
•Green buildings (LEED Certified or the equivalent)needs to become the norm..LEED
=Leadership in Energy and Environmental Design
•All public buildings should be built to LEED Gold.
•All private residential dwellings over 2,OeO sq.ft.should be LEED Gold.
•All private residential dwellings over 1,200 sq.ft.should be LEED Silver.
•LEED Bronze should be the minimum standard.
•LEED costs should not be considered additional expense,but as an investment in a
sustainable energy and economic future.
Renewables:
•Where possible individual residents and commercial buildings should be encouraged to
invest in net metered renewables such as wind and solar.

•Public buildings especially schools should be using net metered renewables to offset
operation costs and showing a public commitment to a sustainable energy future.
•Industry should also be encouraged to invest in net metered renewables to help meet
their load requirements.
•Agricultural operations have a good opportunity to use both wind and solar to augment
their energy requirements.
•Utilities in Idaho should have a portfolio standard that requires at least 30%of their
energy come from renewables within 10 years.
•Idaho should encourage the development of merchant plant renewables such as solar,wind
and geothermal.

Thermal production:
•Because of their impact on climate change,thermal technology should be used only after

vehicles.
•Businesses should be encouraged to reduce the number of vehicles their employees drive
to work,a bus system,car pool incentives,etc.
•Public mass transit including buses,light rail and trains needs to be planned for and

Please REJECT Idaho Power’s application to upgrade the Jim Bridger coal-fired plant and
charge its customers for the upgrade and as a payout to its shareholders.This plan is
irresponsible on all levels.
Coal plants cannot provide safe power for our communities.The emissions from these plants
are a known cause of asthma,heart attacks and death.So,this plant is a public health risk.
Economically,there are costs of operating the Jim Bridger plant that are not accounted for
in this rate increase so we will see further increases down the road to cover the cost of
complying with regulations to address nitrogen oxide emissions,for instance.We will then be
in the position of throwing good money after bad instead of investing in energy efficiency
and solar,which pay off steadily year after year,creating stability without the public
health risks of an outdated,coal-fired plant.
On a national level,many communities are choosing to retire their old coal fired power
plants and replace them with clean,renewable energy.In the United States,wind energy has
quadrupled in the last 5 years ,while energy generated from solar has increased 46 percent
since 2011 .There are great opportunities for Idaho,like the 15 wind farms proposed between
Pocatello and Twin Falls including Rainbow Ranch.The funding and expertise were ready before
Idaho Power and the PUC shut its doors to wind and solar by changing the PURPA contract to
make it impossible for small alternative projects to work.Idaho has more sun than many of
the states that have been part of the 46 percent rise in solar generated power nationally.
We must work together to shape Idaho’s future around clean energy choices that bring safe,
profitable,and lasting jobs to our communities.
Idaho Power chose to shut down the program to cycle air conditioners and irrigation pumps off
during peak demand,which many households,including mine,signed up for.This,and other
conservation and efficiency approaches together with renewables are what is needed at every
turn.Now Idaho Power gets more power than they need from their new,Langley Gulch gas power
plant,which raised rates 6.5%.Clearly,the best interest of the public should be accounted
for when decisions are made by the PUC.
I SUPPORT the PUC and Idaho Power to transition from outdated,inefficient generation
technology to cleaner,more modern resources such as energy efficiency and renewables such as
solar and wind.

operated by Idaho Power.This is a short sighted solution that will lead to future rate
increase requests as environmental standards for coal tighten in the future.
As a rate payer,I feel unduly burdened by short sighted decisions.For example,the Langley
Gulch plant was a massive expense based on demand models that were produced at the peak of an
exuberant economic cycle.An investment of the same magnitude in solar power production would
have yielded a better solution that matches the peak power demand curve of summertime cooling
loads in Idaho.Solar electrical power production has less environmental impact than natural
gas fueled electric power production,has no ongoing fuel cost and has a much lower
operational cost.
To avoid unwise capital expenses,decisions should be made with long term outlooks that
include environmental and operational costs and technological advancements.The long term
outlook for coal is expensive,unhealthy for humans and the environment,and will likely
include substantial additional expense.Alternative solutions such as energy efficiency
programs and alternative means of energy production should be considered in this case.
Additionally,energy production technology is on the cusp of a massive transformation that
will make distributed power production viable on a large scale.I would like to see a healthy
and prepared power provider as this transition occurs.The knowledge base and power
generation/distribution capacity of Idaho Power and other large public utilities is a
resource that should not be taken for granted.This resource should be guided with
appropriate foresight to ensure that the utility is prepared for future energy landscapes.
Idaho Power knows that alternative energy technology is threatening their current business
model.Instead of embracing opportunity and preparing to be a part of this change,they are
fighting public opinion and clinging to a dated model.We have seen how quickly well
established utilities can become obsolete during recent telecommunications technology
advancements.Allowing this to happen to large scale electric providers will be disruptive to
the consumer.A decision in this case to invest in alternative energy production as opposed
to coal plant retrofits will reap positive economic,environmental and public heath rewards
while helping to prepare Idaho Power for the future of electric power production.
