HomeMy WebLinkAbout20131122Comments (15 Total).pdfIJ1esLcz November 22,2013 Idaho Public Utilities Commission 472 W.Washington Street P.0.Box $3720 Boise,ID $3720-0074 RE:Comments in Case No.IPC-E-13-16 Dear Commissioners: The Idaho Association of Commerce &Industry (IACI),with over 300 members in Idaho,including the vast majority of major power consumers in southwest Idaho,is supportive of the Idaho Power application to complete construction on the Jim Bridger plant to incorporate new environmental controls that would extend the life of the plant until available viable alternatives come online. Currently the plant supplies over 770Mw of power to the grid that Idaho utilizes.Simply shuttering the operation at this time is not an optimal consideration,as Idaho would become more susceptible to the wild swings of the power marketplace without this power generating capacity. The other alternative is to replace the capacity with natural gas.While natural gas is a viable alternative fuel as a consistent and reliable energy producer,the cost associated with replacing the lost capacity of shuttering the Jim Bridger plant would be nearly three times that of the plan to retrofit the coal producing plant with strong environmental controls. As technology improves for efficient energy production,the cost of slowly moving toward natural gas is the smarter direction for the ratepayers within the Idaho Power territory.Therefore,IACI is in support of the proposal. I believe Coal-Fired Plants are still an important source for electricity generation and these proposed upgrade will lessen the environmental impact and provide time for new technology to developed that will eventually replace these units. This will protect Idaho Power Company Customers by keeping rates affordable because next to Idaho Powers’Hydroelectric Generation,Coal-Fired Plants are the next most economically to run. The existing coal fired plant provides a substantial and reliable base to the energy portfolio of Idaho Power and PacifiCorp.The improvement to their emissions equipment is timely and necessary to meet the ever increasing emission standards set by the EPA.The impact of more stringent standards has an economic impact on all utilities and ultimately their rate payers.Idaho Power already has a sizeable investment in the Jim Bridger facility. They should be permitted to take advantage of the effective life of this asset for which they have already made a substantial capital investment.The option of meeting these emission standards at an existing plant rather than seek the development of a new plant seems to be the most balanced and cost effective approach to meet the current needs of the utility,theratepayers,and the environment. Idaho Power Company has a good record of balancing their generation portfolio and providing low cost power for their current and future customers.Improving the environmental controls at the project is the responsible action to take environmentally and economically. The Boise Metro Chamber has an energy policy to support certain objectives important to our regional and state economy and future economic development. To this end,the Chamber endorses the 2012 State Energy Plan’s framework that will help enable a secure,reliable,affordable energy supply network while protecting public health and safety and enhancing economic competitiveness. Idaho Power is a one-third owner of the Bridger plant.PacifiCorp owns the other two-thirds and is the plant operator.Bridger is the largest of Idaho Power’s thermal generating plants,providing nameplate capacity of 771 megawatts of electricity. State and federal regulations require the installation of additional emission-control equipment on two of Bridger’s four generating units.The plant meets all current environmental standards,and Idaho Power has committed to ensuring all of its facilities continue to remain in compliance with all state and federal regulations. Idaho Power’s share of the required upgrades is estimated to be $130 million.PacifiCorp hasalreadyreceivedapprovaltoconstructitsshareoftheexpendituresfromregulatorsinUtahandWyoming. 1 The Boise Metro Chamber believes that a diverse energy portfolio is important to maintaining reliable,responsible,fair-priced energy now and in the future. Idaho Power needs to focus on supporting cleaner energy projects,making wind and solar viable alternatives to fossil fuels.I would like to see Idaho Power support individual and small business efforts to add solar generation to homes and businesses.Even though there may be short term costs to increasing the use of alternative fuels there is a tremendous cost to upgrade the coal facility.In the long run reducing green house gases will be more cost effective than having to deal with the consequences of global warming.How many millions were spent this year in Idaho on fighting wildfi res?
