I am an Idaho Power customer,and I donut want to invest in dirty coal power.
I do not feel that this is a wise choice.Clean air is imperative.The brain is the first
organ in the human body to die from lack of oxygen.Is foul air just slow suicide?Renewable
energy is imperative.I have seen the dead forests of Poland and Canada due to air
pollution(coal).I have seen how serious this is.Devastation on the grand scale.
How exciting an opportunity for Idaho Power to move forward.Do not be an anti social
otganization.Be responsible.Go renewable.Explore efficiency.
But on the other hand your desire to continue with coal only inspires me and many others to
say no to Idaho Powers dirty power and go of your grid.

I am an Idaho Power customer,and I don’t want to invest in dirty coal power.
Burning coal is the largest source of carbon dioxide emissions,recently measured at 400
parts per million,considered by expert opinion to exceed manageable levels of global
warming.
Effects of such warming,already being observed in Idaho,include significant changes in
hydrology,the source of 84%of Idaho Powers renewable portfolio,i.e.the majority of Idaho
Powers “Fuel Mix”.
Perturbations in hydrology,whether flooding or drought,adversely impact Idaho Power’s
abilities to provide reliable power to its customers.
It is irrational for the PUC to approve a plan that invests in increasing the risk to their
hydroelectric generating capabilities.

Comment:For Idaho Power to Invest over a hundred million dollars to upgrade their coal
plants is indefensible from an environmental as well as an economic standpoint.As
environmental standards shift in response to global warming,and as coal plants (such as the
Jim Bridger plant that was built in the 70’s)continue to degrade,more upgrades and
retrofits will become necessary.To allow Idaho Power to begin this process without first
reviewing the full scope of future costs that their coal powered plants will likely incur is
irresponsible to say the least.If Idaho Power is able to go through with these initial
upgrades,the burden of future costs will no doubt continue to fall on the shoulders of rate
payers.
Like many large corporations,Idaho Power will clearly not change their ways for the benefit
of the environment and future generations -they won’t change their ways until they have to.
Therefore it is up to public regulatory bodies such as the PUC to take a stand for the good
of the people of Idaho and for the benefit of generations to come.In short,rate-payer
dollars would be better spent on investments in renewable energy as opposed to keeping alive
an archaic and dirty energy source such as coal power.

with mitigating the deleterious effects of this outdated technology will break the bank over
the next few years.
It’s time NOW to transition to clean energy instead of doing business as usual.I want

I urge you to be bold and shutter the Wyoming facility,and instead invest in long-term

Comment:I am writing concerning the request by Idaho Power Co.to increase utility rates
to pay for upgrades to the coal fired plants in compliance with federal regulations.I do
not support contributing to the further use of coal which is an extreme environmental
polluter to the land,water and atmosphere,contributing to greenhouse gases.The direct
costs of 129 million include 20 million in interest and 66 million as profits to
shareholders.This is completely unacceptable!Profit before responsibility to the
environment which keeps us alive is the root of all our problems.I would be comfortable
having my rates increase if IPC0 was planning to assist in programs to install photovotaics
and solar thermal on residential and commercial rooftops.It seems the company should move
into the future and tap into the energy and monetary potential of distributed energy.Then
the company would be a true source of power.

Comment:I am outraged that Idaho Power continues to ignore the global consequences of
relying on coal to produce energy for Idaho.You know it is dirty and dangerous for health
and environmental reasons and to waste $130 million of ratepayer dollars on technology toupgradecoal-fired power plants to meet todays environmental standards is shoving your head
in the sand.These current standards will soon make any upgrades made today obsolete and thenyouwillbeaskingratepayerstofootyetanotherseriesofupgradesanditwillgoonandon.
If you asked Idaho Power customers whether they want to keep paying through the nose fortemporaryfixestotheenergyproblem,I’m sure they would say NO.And you tell us that
Idahoans want the cheapest power possible....where did this response come from?Did you sendoutasurveyaskingthisquestion?If so,when,and why didn’t I have a chance to respond?
The coal-fired power plant in Wyoming that you are requesting to use our money to upgrade iscurrentlyoneoftheWest’s leading greenhouse gas emitters and contributors to climatechange.Is this not a MESSAGE to you to stop this insanity and change to more efficient,clean and safe energy sources....like solar and wind and biofuels?It seems a risky businesstogamblewithratepayermoneyonupgradingthesedirtyanddangerousplantsjustsoinafewyears,you can ask us to do it again.
Nationally,utilities are dumping coal-fired power plants from their dance cards as toodirty,dangerous,polluting and expensive.Their dance cards are filling up with clean andefficientrenewableenergysourcesthateveryonecanbeproudof.
Please,I ask Idaho Power to stop its outdated and frankly Neanderthal behavior and get withthetimes.Coal must be replaced with cleaner and more efficient and safer forms of energyproduction.

Please deny the current request from Idaho Power for further investment in coal plants,at
ratepayer expense.As a ratepayer,I object to this irresponsible action by Idaho power.
The health of our people and our planet require conversion to renewable electric power from
wind,solar,and/or geothermal.
Please also read and digest a current study on wind power costs,at:

Go on,read this!It clearly shows massive savings in electricity costs by using wind power.
By the way,I also object to the misleading advertising in our state about the swindle’ofwindpower,and I hope these advertisements are not being done at ratepayer expense as well.

I was formerly a green power program subscriber with Idaho Power and participated in their
voluntary program for over ten years (donating $10 per month to purchase green energy).Just
this year I cancelled my participation because of Idaho Power’s stance on wind and solar
energy.Idaho Power’s request to further invest in coal power is only reinforcing my
decision.
