“How about keeping your investment dollars close by by investing in renewable technologies
here in Idaho?”I would add that,in general,we burn too much,full stop.Nevermind the
greenhouse effect and the other terrible things that happen with coal mining/power
generation.We generate heat in almost everything we do.Let’s keep it to a minimum.Forget

world’s climate is being altered by burning coal.Now it must begin to act as a responsible
world corporation,I believe.How?
Here is a summary of the GISS-NASA database for the last 40 years:
Not at all ambiguous.Climate change is occurring.The most recent four decades,i.e.1973-
1982,1983-1992,1993-2002,and 2003-2012,have had the following temperature increments
using the mean of the preceding decade as a reference:
1973-1982:+0.19 degrees C
1982-1992 +0.21 degrees C
1993-2002 +0.22 degrees C
2003-2012 +0.22 degrees C
Total change since the 1973-2012 period:0.84 degrees C,or 1.51 degrees Fahrenheit.
If the rate of change does not increase,and that is improbable,the global temperature would
be 1.98 degrees C (or 3.6 degrees F)higher by the end of this century.
It is time for Idaho Power began to act as a responsible world citizen,rather than as a
company interested only in providing its stock holders with what is surely only short term
profits.There are poor island/nations who will be completely inundated as ocean levels rise,
should we continue to burn coal.
It is my hope that the PUC will disallow IPCo’s request to burn even more coal.Instead,
please require them to expand their efforts to utilize the safer alternatives,and thereby
respect and protect the rights of all world citizens who,inescapably,share our planet’s
singular atmosphere.

electricity Idahoans use comes from toxic coal-fired plants.Shockingly,Idaho Power plans
to invest Idaho ratepayers’(your and my)money,$130 million,on one of the nation’s
dirtiest coal plants,Jim Bridger located in Wyoming.This expenditure though does not
address pollution control regulations that could cost ratepayers hundreds of millions of
additional dollars.
This plan of Idaho Power for a coal-fired power plant is not only destructive to the climate
and environment,but its’a huge financial risk to ratepayers,not Idaho Power.Burning coal
for electricity is an antiquated technology that will become increasingly more expensive.
Idaho Power should follow the lead of other forward thinking utilities and begin pursuing
clean alternatives.Rather than relying on toxic out-of-state coal fired power plants,wind,
solar and energy efficiencies can meet Idaho’s energy needs while creating high paying jobs
in Idaho.
The Public Utilities Commission should put a stop to Idaho’s addiction to coal.There will
be a hearing in Boise on November 25th,2013 concerning the plans to invest in the Wyoming
coal-fired plant.Please come out to the hearing and ask the PUC to mandate Idaho Power to
review all foreseeable costs before handing ratepayers the bill for $130 million plus.Ruth

Comment:As an customer,I’m extremely unhappy to hear that Idaho Power wants to charge me,
and everyone else that they serve,for upgrades to an outdated coal-burning power plant-
particularly in light of the fact that there are changes coming.I firmly believe that in the
next few years,the plant will probably be considered a dinosaur,and that regulations for
carbon and other emissions will make it impossible to continue to use.I also feel that Idaho
Power is not acting in the publics best interests,and is merely continuing to use these
outdated methods to ensure their stockholders’bottom lines.I realize that its highly
unlikely that there will be any alternative electric services for those of us who live in
this part of Idaho (such as a non-profit,public utility option),but if given the choice,I
believe that most of us would happily “jump ship’,just to avoid funding outdated,
destructive,and toxic technologies such as coal-burning power plants from being used.We
would prefer,if Idaho Power has to make upgrades to keep up with demand,that they make
*real*and lasting upgrades,to alternative power generation through the use of wind,solar,
and other clean energy sources.I would also like for them to be more accountable,in their
ability to charge their customers for decisions like this-my family wants no part in the
continuance of the use of coal.

upgrades to the Wyoming coal plant that it is part owner in.I believe that coal is an ‘old
technology (as is hydropower)that has too many things going against it.I do not want Idaho
Power focusing on coal power in the future,and this request of theirs is only to upgrade the
plant for existing environmental regulations.The science is in and these types of power
creators cause too much pollution and contributes to climate change.We need to focus on
more benign technologies like wind and solar.If you support this request,they will have to
come back in the future and make another request for (expected)future environmental
regulations.I do not support this,and think Idaho Power should be required to find other
better sources.Denying their request would be a good first step to this end.

Comment:We are fortunate to be served by KEC and therefor are not directly impacted by a
decision +in this case.However,we are concerned that too frequently,utilities are not put
in the position of sharing in the costs associated with continued use of dirty coal as a
part of their power production.
We understand that some $130 million is wrapped up in the current rate increase being
requested by Idaho Power in this case,primarily to keep coal plants in Wyoming operating for
decades longer.Based upon similar situations around the US,were sure that it will cost
millions more dollars in future years just to keep these aging coal plants in compliance
with pending regulations.
We hope that the IPUC will consider the fact that it is too likely that Idaho Power is
primarily acting to protect its stockholders and seeking IPUC assurance that it can pass any
of these these costs directly to ratepayers,rather than putting forth an effort to invest in
Idaho’s renewable energy future and energy efficiency.Spending ratepayer funds on old
technology is a waste of good money.
