Dear Public Utilities Commissioners:
Thank you for this opportunity to comment on the Idaho Power Integrated Resource Plan.
Idaho Power’s 2013 Integrated Resource Plan (IRP)estimates the cost of solar power based on
the assumption that Idaho Power would pay for all solar costs.This is patently not true.
Their advisory committee (IRPAC)members objected to this inflated estimate (cf.Table 7.1)
and requested an independent outside committee to review the 2013 IRP,which Idaho Power
refused.Idaho Power should be made to rewrite the IRP,especially all of Chapter 7,and
provide all raw data and assumptions related to their manipulated cost analysis FOR ALL
RESOURCE ALTERNATIVES.This document has already led to an erroneous analysis by PUC staff
on case IPC-E-13-16.
It is a truism that bureaucracies ultimately operate to benefit themselves and not the people
they were meant to serve.Idaho Power appears to be no exception.I urge the PUC to be ever
vigilant.You are the guardians of our future.
