NOTICE OF IRP FILING A.Background YOU ARE HEREBY NOTIFIED that an JRP explains how the Company intends to adequately and reliably serve its electric customers at the lowest system cost over the next 20 years.The Company files an IRP every two years.See Order 22299. YOU ARE FURTHER NOTIFIED that the Company says its 2013 IRP addresses available supply-side and demand-side resource options,planning period load forecasts,potential resource portfolios,a risk analysis,and an action plan that details how the Company intends to implement the IRP.The IRP filing consists of four documents:(1)the 2013 JRP;(2)Appendix A —Sales and Load Forecast;(3)Appendix B —Demand-Side Management 2012 Annual Report; and (4)Appendix C —Technical Appendix. YOU ARE FURTHER NOTIFIED that the Company says it incorporated stakeholder and public input into its IRP by working with the Integrated Resource Plan Advisory Council (“JRPAC”).The IRPAC meetings were open to the public,and the Company says the IRPAC and members of the public significantly contributed to the IRP. B.IRP Goals and Assumptions YOU ARE FURTHER NOTIFIED that the Company says the 2013 IRP’s primary goals are to:(1)identify sufficient resources to reliably serve growing energy demands over the NOTICE OF FILING NOTICE OF MODIFIED PROCEDURE ORDER NO.32868 20-year planning period;(2)ensure the selected resource portfolio balances cost,risk,and environmental concerns:(3)give equal and balanced treatment to supply-side resource and demand-side measures;and (4)involve the public in the planning process. YOU ARE FURTHER NOTIFIED that the 2013 IRP makes numerous assumptions about what happens during the 20-year planning period.It assumes that the Company will continue to be responsible for acquiring resources sufficient to serve its retail customers in Idaho and Oregon and to operate as a vertically-integrated utility.Further,the Company expects to add 170,000 more customers,and that its average load will increase by 21 average megawatts (1.1%) each year through 2032.The Company continues to use 70th percentile water conditions and 70th percentile average load for energy planning.For peak-hour capacity planning,the Company uses 90th percentile water conditions and 95t1 percentile peak-hour load.The Company says the growing population and energy demand in its service territory will require it to add physical resources to use in combination with demand-side measures. C.Preferred Resource PorfoIio YOU ARE FURTHER NOTIFIED that the Company says it performed a Resource Alternatives Analysis when preparing the 2013 IRP.This analysis compared numerous types of supply-side resources to identify which types should be analyzed in more detail.The Company then examined nine resource portfolios for the 20-year planning period.Two portfolios rely on the Boardman to Hemingway (“B2H”)transmission line and associated market purchases.The Company expects the B2H line to be substantially complete and operational in 2018.Three portfolios explore alternatives to the B2H line to meet future resource needs.The four remaining portfolios explore options for reducing and eliminating existing coal-fired generation from the Company’s resource portfolio. YOU ARE FURTHER NOTIFIED that the Company says it also will use demand response programs throughout the planning period to meet resource needs;specifically,the Company plans to use up to 150 MW of demand response before completion of the B2H line. D.Expanded IRP Analysis YOU ARE FURTHER NOTIFIED that the Company says its 2013 IRP also discusses:(1)the Company’s involvement in the Gateway West transmission line;(2)the Company’s progress on its solar demonstration project;(3)the Company’s relicensing efforts for its Hells Canyon hydro projects;(4)the potential for early retirement of existing coal plants;and NOTICE OF FILING NOTICE OF MODIFIED PROCEDURE ORDER NO.32868 2 (5)quantifying transmission siting and market price risks.The Company says it is providing this information in response to Commission Order No.32425. YOU ARE FURTHER NOTIFIED that the Application and supporting workpapers, testimonies and exhibits have been tiled with the Commission and are available for public inspection during regular business hours at the Commission offices.The Application and testimonies are also available on the Commission’s web site at www,puc.idaho.gov.Click on the “File Room”tab at the top of the page,scroll down to “Open Electric Cases,”and then click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commissions jurisdiction under Title 61 of the Idaho Code.The Commission may enter any final order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31 .01.01.000 el seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commissions Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation.
