On June 4,2013,the Commission issued Order No.32823 initiating a new
proceeding to examine the continuation of three voluntary demand response (“DR”)programs
offered by Idaho Power Company:A/C Cool Credit;Irrigation Peak Rewards;and FlexPeak
Management programs.In Order No.32776,the Commission “temporarily suspended”the A/C
Cool Credit and Irrigation Peak Rewards programs for 2013.In Order No.32805,the
Commission approved changes to the FlexPeak program.The suspension of the first two DR
programs and modifications to the FlexPeak contract were implemented based upon Idaho
Power’s assertion that the Company would not experience a peak-hour generation deficit for the
years 2013 through July 2016.
In Order Nos.32776 and 32805,the Commission directed Staff to conduct an
informal prehearing conference for the parties and other interested persons to develop a schedule
for public workshops to examine the three DR programs going forward.The informal
prehearing conference was held on June 12,2013,and on June 21,2013,the Commission issued
a Notice of Workshops scheduling a series of four public workshops from July 10 to August 19,
2013.The workshops’agendas were to be somewhat flexible.But in general,the participants
were to discuss how the Company includes DR in its Integrated Resource Plan,how it calculates
cost-effectiveness,the purpose of DR,and DR programs and their operational design.The
Commission also noted that the parties may schedule a settlement conference.See June 21,2013

matter.At the workshop,parties,customers and other interested persons will have an
opportunity to ask questions and discuss the proceeding and how they may further participate in
it.Representatives of the Company,Commission Staff,and other parties will attend.The fifth

advised that settlement negotiations may occur at this meeting.Per Commission Rule 272
(IDAPA 31.01.01.272),“[s]ettlement negotiations are confidential,unless all participants to the
negotiation agree to the contrary.”

Commission to provide a sign language interpreter or other assistance at the hearing.The
