HomeMy WebLinkAbout20130621notice_of_public_workshops.pdfOffice ofthe Secretary Service Date June 2L,2013 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE CONTINUATION ) OF IDAHO POWER COMPANY’S A/C COOL )CASE NO.IPC-E-13-14 CREDIT,IRRIGATION PEAK REWARDS,) AND FLEXPEAK DEMAND RESPONSE )NOTICE OF PROGRAMS FOR 2014 AND BEYOND )PUBLIC WORKSHOPS ________________________________________________________________________________________ ) On June 4,2013,the Commission issued Order No.32823 initiating a new proceeding to examine the continuation of three voluntary demand response (“DR”)programs offered by Idaho Power Company:A/C Cool Credit;Irrigation Peak Rewards;and FlexPeak Management programs.In Order No.32776,the Commission “temporarily suspended”the A/C Cool Credit and Irrigation Peak Rewards programs for 2013.In Order No.32805,the Commission approved changes to the FlexPeak program.The suspension of the first two DR programs and modifications to the FlexPeak contract were implemented based upon Idaho Power’s assertion that the Company would not experience a peak-hour generation deficit for the years 2013 through July 2016. In Order Nos.32776 and 32805,the Commission directed Staff to conduct an informal prehearing conference for the parties and other interested persons to develop a schedule for public workshops to examine the three DR programs going forward.The informal prehearing conference was held on June 12,2013. BACKGROUND The A/C Cool program allows Idaho Power to periodically “cycle”the central air conditioning units of participating residential customers during the summer months of June,July and August.The Irrigation Peak Rewards program allows the utility to turn off the irrigation pumps of participating irrigation customers for a limited number of hours during the three summer months.Finally,FlexPeak Management program is a voluntary DR program for industrial and large commercial customers that are able to reduce their electric service loads for short periods during the summer. In Order No.32776,the Commission approved the parties’settlement agreement to suspend the A/C Cool and Peak Rewards programs for 2013 based upon Idaho Power’s 2013 Integrated Resource Plan (IRP).The 2013 IRP showed that the utility would not experience NOTICE OF PUBLIC WORKSHOPS 1 peak-hour deficit in meeting its projected load until July 2016.In other words,the Company maintained that there was no need to employ its peak-hour DR programs because Idaho Power projected it would have sufficient generating resources to meet its projected loads until July 2016.The same rationale applied to the Company’s FlexPeak contract with EnerNOC,Inc.,the company that manages the FlexPeak program.Consequently,the Commission suspended the A/C Cool and Peak Rewards programs for 2013 and approved contract changes to the FlexPeak program. PREHEARING CONFERENCE Parties participating in the informal prehearing conference included:the Idaho Irrigation Pumpers Association (the Irrigators);Idaho Conservation League (ICL);Snake River Alliance (SRA);Industrial Customers of Idaho Power (ICIP);EnerNOC;and Commission Staff. At the prehearing conference,the participants developed a schedule for four public workshops: Workshop Date Subject Matter July 10,2013 Company to discuss how it includes DR in its IRP,how it calculates cost-effectiveness,the purpose of DR,and current DR programs and their operational parameters. July 23,2013 DR operations and valuation,other presentations August 7,2013 DR program design August 19,2013 DR program design The content/agenda for the second,third and fourth workshops is to be flexible and will be more specifically dictated by needs that are identified by participants during the preceding workshop. The parties may also schedule a settlement conference.
