AMENDED COMMENTS OF
THE COMMISSION STAFF
The Staff of the Idaho Public Utilities Commission amends its comments to correct the
record in light of information received from the Company on Friday, May 24,2013. Specifically,
on the aftemoon of Friday, May 24, 2013,Idaho Power advised Staff that the Company did not
mail out all its customer notices by Wednesday, May 22, 2013, which is contrary to what is
stated in the Application and in Staff s comments.
In summary, on Friday Idaho Power advised Commission Staff that Idaho Power's billing
vendor ran short of customer notices on May 22,2013 so certain bills were mailed without the
PCA insert. The Company advised Staff that it printed additional notices and used a local
vendor to send those notices out on Friday, May 24,2013 by direct mail to 2,234 customers who
had not received the PCA insert in their bill. This newly received information changes the
Customer Notice and Press Release section of Staffls initial Comments. While Staff initially
commented that the Company's notice complied with Rule 25, Staffs current view is that the
notice contains the information required by Rule 25, but that the Company did not fully comply
with Rule 125.03's notice distribution requirements, which state: "The customer notices ... may

be mailed to customers as bill stuffers over the course of a billing cycle or may be contained in
additional comment pages to the customers' monthly bilf').
