I would suggest an increase or decrease of 3-5% per year. Anything above or below should be handled in a normal rate case. Idaho Power needs to do a much better job of forecasting hydro flows and market prices. It is well aware that the trend for stream flows is decreasing. It is also well aware that market prices are decreasing for sales of surplus power. Idaho Power needs to work on efficiency of their operations to reduce costs for the ratepayers. All other companies are required to do this to stay in business. The big one that the PUC must address soon is Idaho Power's defined benefit pension plan. Very few corporations in the US still have a defined benefit pension plan. Many companies in the last several years have had to restructure or go bankrupt because of having a defined benefit pension plan. These are not sustainable and the ratepayers should not be paying for this type of pension plan. Looking at the annual report and 10K filings, many of Idaho Power's employees are older and will be retiring in the not far off future. A hearing should be held for this rate increase because of the percentage. I also think it is not in the best interest of rate payers for the PUC to post in 'Hot Topics' why the you can't say 'no' and other articles in Idaho Power's favor. We all know that all of Idaho Power's profits come from the money they collect from rate payers and selling surplus power. Thank you.
