The Idaho Conservation League (ICL) hereby specifically requests a technical hearing in
this matter pursuant to I.C. § 61-623 and IDAPA 31.01.01.241 - 260. Idaho Power's proposed
revision to the net metering tariff involve detailed technical material including reviewing the cost
of service results, rate designs, tariff modifications, and interconnection procedures. ICL will
conduct discovery, call an expert witness to review the technical aspects of the proposal, and offer
a detailed counter proposal. Further, many of the public comments filed with the Commission
thus far have specifically requested a hearing on this matter. ICL submits that no hearing is
required on this motion as the Commission's Notice of Application Order No 32751 appears to
contemplate conducting a technical hearing and Idaho Power's Application states the Company
is prepared to present testimony at such hearing. See IPC Application at 9. It is in the public
interest to conduct a full technical hearing on this issue to ensure the details of the proposal are
fully examined.
