LeifElgethun being first duly sworn on oath deposes and states as follows:
1.I am Chairman of the Board of the Idaho Clean Energy Association (ICEA)and
make this Affidavit of my own knowledge.
2.ICEA is a relatively new organization.Most of the ICEA members are small
businesses who have not previously budgeted for participation in regulatory
proceedings.ICEA business members cannot easily raise prices for their services
to cover the cost of participating in regulatory proceedings.Also among its
embership are individuals and consumers who support renewable energy.

3.While ICEA is a registered non-profit corporation in Idaho,it has not yet received
tax-exempt Section 501 status from the Internal Revenue Service,although it has
made application.Until it has received a tax-exempt determination,ICEA’s
ability to solicit contributions to support its work is hampered by the non
deductibility of contributions.
4.At the time ICEA retained McDevitt &Miller to provide legal representation in
this matter,ICEA had cash on hand of $1,000.During the course of the
proceeding ICEA was able to raise an additional $3,000 and a total of $4,000 has
been paid to McDevitt &Miller.This amount may be deducted from the amount
of an intervenor funding award otherwise considered to be reasonable by the
Commission.
5.As time goes on,ICEA pians to undertake fund raising efforts so as to eliminate
or reduce its need to rely on intervenor funding.An award of funding in this case
would assist that effort by signaling that the Commission found ICEA’s advocacy
to be useful to its deliberations.
6.ICEA is not seeking intervenor funding for the time expended by witnesses White
and Dunay.
7.For the foregoing reasons the costs incurred by ICEA constitute a significant
fmancial hardship for ICEA.
