NW ENERGY COALITION
COMES NOW, The NW Energy Coalition ("Coalition") and pursuant to this Commssion's
Rules of Procedure, Rule 71 IDAPA 31.01.01.071 and 073 hereby requests permssion for late
intervention in the above- referenced case, IPC-E-11-19. The name and address of this
intervener and our interests in this case are presented as follows:

B. The Coalition wil be represented in this proceeding by Nancy Hirsh, Policy Diector ofthe

C. The Coalition is a none-profit organization under section 501(c)(3) of the Internal Revenue
Code. The Coalition has 11 organzational members located in Idaho, representing more than
100,000 citizens. The Coalition's priar purose is to promote an energy futue that is clean,
reliable, afordable and equitable. Due to its historic and ongoing work with utility companes
and others to achieve these goals,the Coalition possesses unique interest in the outcome of this
proceeding.
D. The Coalition has a special interest in this proceding because Coalition members wil be
directly affected by the fixed cost recovery mechanism that is proposed in this proceeding as it
may affect customer investment in energy efficiency and afordabilty for low-income customers.
PETITION FOR INTERVENTION November 11,2011
The Coalition intends to carefully examne these issues in ths proceeding. We believe that our
paricipation in ths proceedig will assist the Commssion and the Paries in working toward a
successful outcome by brigig our considerable energy effciency expertse and experience in
other dockets considerg fixed cost adjustment mechansms.
E. The Coalition offers this process considerable expertse arsing from its long-term role in
advocatig for DSM investments in Idao and across the region. In addition, the Coalition is
curently a par in two proceedings with proposals to remove the disincentive to pursue
aggressive energy efficiency and ensure fixed cost recovery. The Coalition has sponsored
testimony on these subjects in each proceedig. The Coalition has been a member ofthe Idao
Power Energy Effciency Advisory Group since 2003. Petitioner, Nancy Hirh, has paricipated
in Commssion sponsored workshops on DSM incentives and is a member of the Idao Energy
Effciency Task Force. The Coalition has previously been grted intervener status in cases
regardig Idaho Power before the Idao Public Utilities Commssion, includig two rate cases
(Docket No. IPC-E-03-13 and IPC-E-ll-08).
F. The Coalition has no intention of unreasonably broadening the issues, burdening the record or
delaying the proceedings though its intervention.
G. To fuher support the PUC and other pares in this case and to speed responsiveness of the
Coalition, the Coalition requests Electronic Service Only for document distrbution in this
proceeding.
For the foregoing reasons, the Coalition requests the Commssion grant its Petition for
Intervention in this matter.
