IDAPA 31.01.01.071-073. As discusd below, ICL has direct and substantial interess in thes
proceedings and therefore should be grted intervntion.

from the impact to our members served by Idao Power and our long-term role advocting for
public vaue As Ida's lar state-bad conservtion orgiztion, we have over 20,000
supporters many members of whom ar cusomers of Idao Power. In addition to representing
the intere of or supporters who are Idao Power cusomers ICL ha an orgiztional interest in
promoting the reponsible expasion of energ efficiency and renewable energ in Idao. As the
only poentia intervenor in thi proedg focus pnmany on advting for invesments,
policies and rate designs specificay intended to fuly incentivie energ efficiency and
conservtion, ICL bnngs a unique and vauable persive to this proeedig. Beuse thi
Commission ha diected Ida utilties to purue al cost effective energ efficiency and
consetion measures ices intervention wi not unduly broaden the isue in thi proceedig.
3. ICL intends to fuly paicipate in thi matter as a pay, and if neces, may
introuc evidence, be head in arent and ca, examine, and cross-examine witness as may
be relevat in thi matter. The nature and quaty of ices intervention in the proceedig is
dependat upon the nature and effec of other evidence in this proceeding. ICL intends to seek
intervnor fundig puruat to IDAPA 31.01.01.161-165.
