Box 83720-0074 Boise, Idaho 83702 Ref: Case No. IPC-E-11-07 Idaho Power Company Account Number 1342930754 To Whom It May Concern: I received a letter dated April 19, 2011 in response to my complaint regarding Idaho Power. In reading. through their rebuttal to my complaint, I find a good lot of the information not only incorrect, but irrelevant to the above listed account number. My complaint originally dated March 11, 2011, copy enclosed, pertains only to that account number. As stated before, I received two letters of demand of payment prior to turning on the power. One letter was for a 30 HP pump which required a deposit in excess of $2300. The other letter was a demand of payment in excess of $600. I complied with the deposit for the larger amount for it fell within the parameters of Idaho Power's demands. The above account number does not fall within those parameters. I pose this question to you: If Idaho Power holds true to their belief that one account falls behind, all accounts shall be prepaid if they fall within the parameters of the before- mentioned letter, why did they turn on the power to my other pump. For the account in question has not been prepaid. By their own admission, they have stated that they have to reword the guidelines for tier 2. From my perspective, that tells me that they know fair and weill do not fall under tier 2 for the above account number. The demands they have levied on this account number are excessive and without contractual backing. I am determined to see tl'is through to a fait conclusion whether it be through the Public 'Utilities Commission or civil action. I feel a little bit like David and Goliath, however, i feel as though they have already admitted their improper levy of payment. Thank you for your consideration of this matter. This letter was in reference to the above listed account number. The letter is very clear. It has two stipulations for deposit prior to power being turned on. This account number does not qualify for the tier two deposit demanded by Idaho Power. This account, last December 31,2010, was approximately $175.00 in arrears. Neither of the criteria apply to this account. We are not in bankruptcy nor was the amount in excess of $1000. Therefore, I am formally asking you to have Idaho Power reinstate the service to this pump number to avoid any delay in irrigation to crops and avoiding any damage to the crops.
