Re: Case No. IPC-E-I0-27 - Comments of Communty Action Parerhip Association of
Idaho in support of Settlement Stipulation.
Dear Ms. Jewell: Puuat to Order No. 32178 issued by the Commssion on Febru 14,2011,
the Communty Action Parership Association of Idao (CAPAI hereby submits the followig
comments.
CAP AI is a signtory to the Settement Stipulation executed and fied with the Commssion in
ths case by all pares with the exception of the Indusal Customers of Idao Power. CAPAI
offers these comments, in lieu of testimony, to emphasize tht as signtory to the Stipulation, it
unconditionaly supports all of the tes and conditions stated therein.
CAP AI believes tht th specific languge of the Stipulation spak for itself. Generaly
speng, CAPAI submits tht the Company's Application, as revise thugh the Stipulation,
will result in a mechansm that balances the interests of promoting energy conservation while
faily and fully compenstig the Company for its investment in the consrvation progrs
afected by ths cae. CAP AI fuer submits tht to the extent the Stipulation will result in
changes tht afect rates, such changes will be fai, just and reasonable.
Should the Commssion deem it necssa to conduct a techncal hearg in ths matter and for
all signatories to the Stipulation to prent witnesses to respond to questions from the
Commssioners, CAP AI will certiny comply with any such requirement.
