This is bizarre and not true. When a home generates solar power in excess of their needs it does go back into the 'grid' but only as far as the neighborhood they live in - unless they're alone on a transformer. The ten's of houses 'near' them electrically that are using power takes the excess contributed. It's just not more coming 'down the line' on the primary side. I'd be flabbergasted if there was one neighborhood right now that is contributing more into the system than the neighborhood is taking from it. This is another case of Idaho Power taking advantage of the green movement on both sides, they don't have to generate it, they don't have to distribute it and they get paid for it at a premium.
