I implore the Public Utilities Commission to deny this request by Idaho Power Co. to alter
the current net metering arrangement with individual residential PV systems. Indeed, the
PUC needs to encourage individual residential power generation and this proposal clearly does
the opposite by diminishing the potential return on the individuals investment in PV systems.
There are many folks that I work with ( I am a residential architectural designer with three
net zero home homes to my credit) are truly interested in installing PV systems. The upfront
cost is a formidable barrier. It is very difficult to make the numbers show a payback
within a
reasonable period of time. AND YET (I CANNOT EMPHASIZE THIS ENOUGH) MOST OF US CONCERNED
ABOUT OUR IMPACT ON THE ENVIRONMENT ARE DRIVEN TO CONTEMPLATE PV INSTALLATION ANYWAY
REGARDLESS OF WHETHER THE FINALLY TALLY PENCILS IN OUR FAVOR OVER A REASONABLE PERIOD OF
TIME.
Please do not create further barriers to a community of folks who have all of our interests
at heat.
I understand that managing power generation and distribution is a difficult business and the
multiple residential PV systems complicates the matter. I question Idaho Powers motivations
though when they invest considerable money on new gas/coal fired generation plants. It seems
that they more interested in their return on investment than what is best for the community
at large. That is your responsibility (PUC) and I ask you recognize how important
it is for us all to be engaged in doing what we can to limit our carbon emissions. Dis-
incentifying PV generation is clearly moving in the wrong direction.
