As proposed, it would make it very unlikely that an individual with solar panels could cover the cost of their investment, as the increased monthly charge to be a IP customer would eat up a good share of any money generated by the panels. In addition, the proposal to have the credits disappear (i.e. be donated to Idaho Power) in December of each year when panels are producing the least power due to the short days, is very unfair, as it will ensure that customers end up donatating electricity produced, and not be able to carry any credit into the months of the year when panels produce the least electricity. Idaho Power will then have been able to bill others for the power that was generated in summer when it was most needed. In the long run, Idaho Power will benefit from having more electricity produced near where it is consumed (in the neighborhood of net meter producers) and should be encouraging more net metering customers. With the local production of power, there is minimal loss of power, as opposed to power that is generated at a distance and where a substantial portion is lost during transmission. Particularly in summer, purchase of power on the open market is substantially more expensive for IP to purchase than what they pay to net metering customers. Please throw out these proposals.
