As a community member and a future solar customer I find the proposed changes to be an offensive abuse of the Idaho Power monopoly that would discourage the adoption of technologies that are healthy for our environment. From discussions with net metering customers and local small business owners it is clear that the proposed pricing changes would stifle adoption of small-scale wind turbines and solar panels. Renewable energy sources are a vital step towards sustainable living in our growing world. Idaho has the opportunity to fuel the development of local renewable energy companies by supporting the adoption of renewable energy sources. Net metering customers are community heroes who have paid significant upfront investments to get renewable technologies moving in their infancy. The proposed pricing changes would not only significantly deter future adopters, it would punish those early adopters who have worked so hard to get Idaho moving in the right direction. We need billing policies that *encourage* the adoption of renewable energy in its infancy, NOT discourage it. The IPUC would be stagnating local business opportunities and punishing technology development by approving these pricing changes. In Idaho Power's claims of cost increases, which are questionable, they have disrespectfully chosen not to report the benefits provided to them by net metering customers. The time of maximum power generation by home solar customers, which is during the direct heat of summer, coincides exactly with peak demand requirements on the main power supply by thousands of air conditioners. The solar customers are actually HELPING the community by providing power exactly when it is needed. Likewise they are HELPING Idaho Power by curtailing costs that stem from the facilities, infrastructure, and fuel supply that exist to meet peak power demands. The failure to acknowledge community benefits afforded by the net metering customers, and the questionable claims of cost increases due to the existence of net metering customers, reflect a weaselly attempt to stifle local small business and maximize profits with no benefit to the community. Accepting these changes would be critically damaging to the progress that everyday people have made towards a sustainable Idaho future. Please don't punish these early adopters for their contributions. Please encourage business development in Idaho in the renewable energy sector. Please deny Idaho Power's proposal in case IPC-E-12-27. Thank you. I feel very strongly that this is the wrong thing to do. As our country continues to look for cleaner and more sustainable energy sources, those who use these types of resources should not be punished. Customers should be charged for the energy they use, not for the energy they create through solar power. I feel this will be detrimental to the use of alternative energy sources, in addition to crippling those currently working in the solar energy field. Our government and utility companies should encourage the use of alternative energy and its development, not seek to end it's use with rate increases. This issue has immediate impact on current customers and small businesses in Idaho. Additionally, decreasing the use of alternative energy sources will impact citizens of this state in the years to come due to its environment and economic impacts. Decreasing our reliance on oil and other non-sustainable resources (such as coal)will only happen if we support the use of alternative sources of energy. Thank you for your consideration. Our state, like many others is faced with a growing energy crisis and needs to be focused on promoting new and innovative ways to produce clean energy. In a time when wise utilities are encouraging as much development of alternative energy sources, Idaho Power is attempting to halt development of a valuable resource. Do not allow Idaho Power to push us backward in time. In a time where we are starved for energy during peak hours during the summertime, solar power is a perfect complement to the system - producing optimally at the exact time that our system needs it most. Yet Idaho Power would penalize customers for developing this resource, making it virtually prohibitively expensive. We should be encouraging development of this resource and planning for the future, not penalizing those who do. I strongly oppose the recent Idaho Power proposal to increase rates on customers who install solar energy systems. States in this nation need to stop, IMMEDIATELY, engaging in this kind of madness, which clearly and solely serves the interests of a practical energy monopoly, and should be encouraging without fail the creative and ethical efforts of citizens and alternative energy providers to secure energy sources through non-traditional means. The planet's health, and certainly the environmental health of Idaho, should be the primary consideration instead of short-sighted considerations that appeal all and only to special interests with deep, deep pockets.
