Box 83720 Boise, Idaho 83720-0074 Dear Commissioners and staff, Regarding IPC-E-1 2-27: RE CEyrr '13FEB..j iiti9:11 U I iLJT1!4, I strongly oppose Idaho Power's proposed changes for net metering customers(with the exception that I support raising the net metering cap from 2.9 to 5.8 megawatts). Scientists around the world tell us the carbon dioxide concentrations in the atmosphere are increasing. The Keeling Curve below illustrates this reality. Atmospheric Carbon DtoxIde1 _z datMa" Loa. Hawaii - S -------4 --------- i W 300 1 : El 1300 1370 1300 1300 3000 202U We appear to be experiencing the results of this excess CO2 with hurricanes like Sandy, droughts in the Midwest, fires in the West, and the acidification of the oceans. We need to reduce fossil fuel combustion. Photovoltaics, converting sunlight directly into electricity, offers society a way to do this. Let me illustrate how solar panels can reduce the consumption of Idaho Power's dirty energy (energy from three coal-fired and three natural gas-fired power plants). At my home, my electricity consumption was 32 kilowatts hours per day twenty years ago. I made conservation efforts and reduced it to 17 Kwhs per day by 2010. Then in 2011, I installed 21 solar panels on my residential roof (at the cost of $18,000) and my consumption dropped to zero kwhs per day. If we all installed solar panels and achieved. the same results, we could shut down climate-changing coal-fired power plants. This would be good for everyone because we would have cleaner air and less carbon dioxide emissions. Since Idaho Power's proposed changes discourage the installation of electricity- producing solar panels in southern Idaho, the changes should be rejected. Their return on investment in solar energy should be THEIR return, not that of Idaho Power. Resourcefulness, innovations, and efficiencies of using cleaner and abundant energy resources needs to be rewarded and encouraged instead of punished with arbitrary fees. Power bills should be offset in fair proportions. Idaho's sun is a gift to all of us. Let's use it fairly and wisely! I refer to case # IPC-E-12-27 and Idaho Power. I, like many Idahoans support all forms of renewable energy and ask the Public Utilities Commission to take action to influence Idaho Power Company to encourage rather than discourage solar energy. In a state like Idaho with so much sun, and at a time where renewable energy should be a top priority, I hope the Commission will act in strategic and supportive ways to ensure the continued use and expansion of solar energy in our state. First off I'll say I spent quite a bit of money doing research with Aurora Power Design is look at the feasibility of putting solar panels on my roofs. I have several structures on my properly. But these changes take much of the incentive away from doing so. I understand we get credits back instead of cash. As I see the more incentive to get people to switch from dirty fuels to clean energy the better - especially considering that solar energy is generated during Idaho Power's 'peak' demand periods. This kind of 'backward' decision making seems greed-based and shows very little vision for the future. Home-based renewable energy should be encouraged. Idaho Power should not be allowed to change the rules to make net metering a losing proposition for it's customers.
