I also recognize that people that sell their solar over-production to Idaho Power during the day, using the power grid as a huge battery to draw from for electricity to use when the sun isn't out, are getting a free ride. Therefore I understand the need to charge 'something' to connect to the grid from my micro-solar generating plant. There is something else going on here, though, the usual Idaho Power shenanigans, enabled by PUC policy that guarantees a GREAT rate of return on any capital spent to build more generating capacity: micro-solar power injected into the grid during peak demand periods reduces, if not eliminates, the need for additional generating capacity. Because of the guaranteed return on their investment in a new facility, alone, Idaho Power would want to build another carbon-based (or nuclear) generating facility. Building new generating facilities is one of the really clear routes to profits for a privately held utility. It is we, the rate-payers, that get stuck with the increased bill to pay for that increase in Idaho Power's rate base. To the extent that solar kwhrs help avoid costly new generation facilities, the solar net-metering customers are actually subsidizing everyone else! It is absolutely for the benefit of all Idaho Power customers that the PUC should encourage micro-solar production and injection of those surplus daytime Kwhrs into the grid. I urge the Commission to consider this benefit to all rate-payers before taking actions that discourage micro-solar production that (effectively) decreases peak power demand. When a customer considers going solar, besides doing it because it is good for the environment, we look at the cost/benefit ratio and consider how long it would take for an investment in solar panels to pay off. By increasing the monthly service charge and the Base Load Charge for net-metering customers and decreasing the amount per kilowatt hour these customers are credited, Idaho Power is making it very difficult for solar panels to ever pay off. Idaho Power is aggressively targeting the citizens who are doing the right thing for the environment and creating a disincentive to choosing clean power. Also, the number of people (353) these fee changes apply to is financially negligible to a huge company like Idaho Power. So, the fee changes appear vindictive on their part. I'd like my state to lead the way in clean power. We have a beautiful place to live, why can't our policies reflect a commitment to that beauty? I'd like to see the Public Utility Commission look out for the little guy who is doing their part to reduce carbon emissions, and make it easier for all of us to make good choices for Idaho and our future. Idaho has abundant sunshine. I think we should take advanage of this abundant resource, and wish our utilities, state and local government would provide more incentives to solar and wind power development. My family built our home in Meridian, Idaho. We have solar panels on our roof that are solar/thermal panels. They serve as a preheater to our domestic hot water system and thus save energy and the cost of heating water for our home. These panels save us about one third on our electric bill each month, even in winter, and we have enough storage capacity to last through cloudy days. We would very much like to install photovoltaic panels on our home, but the cost of a system to supply enough electricity to power our home exceeds the payback we could incur. We would like there to be more incentives to install solar power systems so we, and more families like us, could afford them. Thank you. At such a crucial time in our environment, everyone should be encouraged to find renewable sources of energy and reduce our reliance on fossil fuels. It is my opinion that this reduction in fossil fuels is best accomplished by multiple small scale projects such as home solar arrays augmented by the large sources of Idaho Power. However, their proposal to increase the rate solar users pay for the power they get from Idaho Power and quadruple the fees they pay to hook up to the grid discourages the solar market. It not only seems mean spirited but an inappropriate use of their monopoly on power production in the area. It is exactly these cases that the PUC is supposed to set up and protect consumers. I urge you to deny Idaho Power's request and help our country move away from fossil fuels and towards renewable energy. Thank you for your support! Within the last 3 month I have installed 2 Net Metering projects, solar at my home and micro-hydro at my small business. All of the proposed changes except for the capacity increase will be financially detrimental to me. If these new proposed changes were effect before, I would not have invested or installed either project. I don't agree with the logic of Mr. Larkin's position that is unfair to regular IPC customers to 'supposedly' indirectly support cost associated with the Net Metering program due to crediting power at retail rates. The Net Metering program effectively has the same effect as IPC Energy Efficiency Program that is intended to reduce customer power consumption. The biggest difference is that Energy Efficiency Program is significant larger in dollar cost compared to the Net Metering and is directly billed to regular customers that don't receive any direct benefit. Mr. Larkin recent testimony in IPC-E-12-24 argued that the cost incurred to regular customers was a good investment to keep the overall rates down from avoided power usage. This seems contradictive His testimony on Net Metering. After learning of the proposed changes and about 350 participate in Net Metering, I requested from IPC the number those customers that generated an annual excess and about how KWhr's total. I was surprised that it took over a week to get the data after being told it would take sometime to pull the data. This seems odd that those numbers weren't already available since most of IPC changes are focused on eliminate those problem customers. I was told that about 29 customers produced about 0.55MWhr's from Dec 2011 through Nov 2012. This seem like a very insignificant issue or cost compare to how much has been invested by the Net Metering customers to generate this Green-Renewable power. I believe most of these proposed changes will have a very detrimental effect on all existing Net Metering participants as well completely discouraging anyone in the future invest money in small Green power production. These investment already have a very long pay-back period even with tax incentives under the current Net Metering agreement. Unless the cost of Green power drops by a factor of 5 or the cost of power significantly increases, it just won't be worth investing in small alternate power sources. 12 If these proposed changes other than the capacity increase are approved, It will effective be saying Idaho Power doesn't want to deal with small Green power. In closing I would request the IPUC deny the Idaho Power request except for the capacity increase or at a minimum hold a public hearing on this matter. The concept of net metering customers 'taking' money from paying customers simply isn't accurate. Idaho Power reaches peak season when solar customers are conveniently at peak production. When Idaho Power goes over its quota it must import power. In the past three years Idaho has imported as much as 52% of energy from overstate. It costs a great deal more to import power as opposed to simply buying it from net-metering customers-- the cost savings easily offset any spurious claims of who's- subsidizing-who. Developing green energy and moving away from coal and natural gas is wise long term as well. I'm worried that people won't understand the incredible impact this decision will have on our future. We cannot let a monopoly set a precedence of crippling independent and renewable energy. In my area we have sunshine at least 75% of the time during the day, so solar would be beneficial to us.
