Don Crawford Moscow, Idaho Comments for the Public Record on Case # IPC-E-12-27 From: Don Crawford 1988 Appaloosa Road Moscow, Idaho 83843 donc@moscow.com 208-882-2099 I strongly oppose Idaho Power Company's (IPC) proposed changes to the way it charges customers who participate in the solar net metering program. There are many reasons why this proposal is shortsighted, self- serving and economically bad for the state. This new set of fees, which is much higher than the fees all other customers pay, will essentially stop all new home solar panel installations in Idaho Power's territory. The choice for partial energy independence will be gone for its customers. It will also cost hundreds of Idaho jobs tied to this emerging industry. This new fee structure is clearly a penalty to net metering customers and is designed to be a strong disincentive to future renewable energy production by individual Idahoans. Both the short term and long term effects of a change such as this will be negative. This proposal will cost Idaho jobs in the still nascent but steadily growing home solar installation industry, and it will increase Idaho's reliance on purchasing more fossil fuel derived power sources. Idahoans want a choice - and they do not want to be required to pay for an energy portfolio that is continually more expensive, and derived from polluting fossil fuel sources. No matter what IPC says in public, this proposal is misleading. It is transparent in its design. It is designed to create a self-serving immediate cap on solar net metering at the current level of less than 1% of the total electricity being generated in Idaho Power's territory. This is sad. Other states continue to strengthen and promote their solar energy portfolio standards. The IPC proposal would take us backwards. Idaho Power's proposed net metering rates will make it financially infeasible for homeowners to generate even a portion of their own electricity. It will also make energy net zero homes and commercial buildings impossible. Importantly, it will do these things without any benefit going to non-net metering customers and, indeed, it will subject them to future rate hikes as Idaho Power has to add capacity to meet increasing summer peak demand. It should be remembered that net metered solar installations in Idaho provide electricity to the grid when it is most needed, during peak power demand times in the summer months. It is wrong to attempt to eliminate that source of needed, clean power for short term profit. It is in the long term interest of Idahoans and Idaho industry to diversify the state's electric energy portfolio. Net metering should be a growing component of a broad renewable energy portfolio, in particular because it provides cleanly generated electric power when it is needed most. Therefore, the KwH of power generated by solar net metering should not be capped, especially in this underhanded way. Additional net metering capacity should be encouraged and invested in. The more net metering power customers generate, the better will be the stability and resilience of our power grid. In the long term it will not hurt Idaho Power financially. Most importantly, net meter solar energy production will increasingly help mitigate periods of peak demand. IPC's net metering proposal is also wrong because it penalizes customers for lower electricity usage. That is a travesty in this world where we should be trying to conserve energy and become more energy independent and efficient. IPC would penalize net metering customers for doing something right. Worse, IPC would then steal the value of any excess power produced by net metering customers by taking their unused credits away at the end of every year, even as IPC benefits from that excess power production. Idaho Power would exploit its net meter customers by taking their power and selling it at summer rates. That is just wrong. To add to the unfairness, huge consumers of electricity could sign up for net metering and pay less than standard customers for the same usage. This is not, as Idaho Power would have you think, a financial issue, since net metering is only 0.07% of their customer base. It is, instead, an attempt to kill this emerging industry before it can even begin to grow so that the IPC monopoly will always control all production and distribution of electricity. It is that simple, and it is not right. In summary, IPC's proposal is harmful to Idaho and self-serving to Idaho Power. It is an embarrassment to Idaho. It should be rejected. Instead, the company should value and encourage individuals to take advantage of Idaho's sunshine to reduce that company's need to build additional facilities as the demand grows. On site production by individual home installations also reduces the need for adding transmission lines. Clearly, Id Pwr's proposal will discourage rather than invite future solar investments by individual home owners. Net metering as practiced in most other states is proving fair. I fear that if this policy continues, it would go for any other alternate forms of energy. 1. It means electric companies could and would form monopolies 2. There would be an increase of potentially destructive nuculear plants and dirty air polluting coal fired plants endangering our environment because other forms of energy were discouraged 3. Homeowners would become discouraged to use a safe and non-polluting way to generate energy for their own use, and extra 'clean' energy to share with others. I want to see Idaho Power encourage solar energy use, not discourage it. I don't understand why Idaho Power is putting up financial barriers to small solar sites. Please do due diligence to understand Idaho Power's real costs to support solar integration. Their desire to change the rules after the game has started should not be granted. A few short years ago Idaho Power was paying farmers not to run irrigation pumps, now they want to punish small scale solar plants that can offset peak summer demand. As a state and a nation we need to encourage development of alternative energy production if we are ever to reach the economies of scale that will bring down the cost of production and transmission. If this country is going to break its dependence on fossil fuels we are going to have to embrace a multi-faceted approach to make Idaho and our country energy independent. Distributed solar and wind must be two of the sources of energy production and, as important, the transmission infrastructure Is already In place. Sadly, Idaho Power is asking permission from the PUC to impose a new fee structure on home solar PV panel generation. This new set of fees will effectively stop new installations, discourage net metering, cripple a fledgling Industry and cost jobs in the process. This proposal is counter to the very reason I make my contribution to Green Power. I urge the PUC to reject Idaho Power's request for the new fee structure.
