I installed my solar panel system in October 2010 to eliminate my power bill over the expected 25 year life of the panels. Please read all the way to the end, as I provide logical solutions to the problem at the end. If this proposal is meant to enhance and expand the net-metering program, then all logic is FAILING. This proposal will kill net-metering. I have been quoted by Idaho Power that my expected annual electric expense in 2014 with a 5.4kw solar panel system will be approx $420. If I didn't have a solar panel system, the expected annual bill would be $409. That is NOT a typo. . .my bill is expected to be HIGHER WITH THE SOLAR panel system. That is not logical and is in direct conflict with the stated purpose of this proposal because nobody will be dumb enough to install solar panels if it will increase their electricity expenses. I find it interesting that Idaho Power attends environmental fairs to push the idea of solar panels and then wants to change the rules a few years into the game. In the big picture, I think Idaho Power is looking anywhere and everywhere for ways to decrease their costs because of the changing federal regulations. When only 350 customers have net-metering, it should be easy to bully them out of the deal that was setup when they initiated the net-metering contract. There is a definite need for grandfathering net-metering customers if there is a significant change in the net-metering contract. Most of these systems cost well over $10,000 and are not easily converted to some other sort of investment. Grandfathering these net-metering customer contracts effective prior to Oct 2013 should be seen as the honorable and RIGHT THING TO DO. I did not install my solar panels to make money. After analyzing three years of bills and adjusting expected usage to allot for a growing family, I installed 5.4kws to ensure I would have enough generation. As it is, I average a return of $150 per year for 2010 - 2012. That is hardly making money from solar panels. In December 2012, I had a balance of $300 that I requested and received a check for $250, leaving the balance to pay for the December bill that I knew would have a negative balance. I took no other disbursements from the net metering contract. I understand that the program requires some overhead on the part of Idaho Power. I don't have access to all the costs analyses, but I can't see how the program costs net-metering 1 customers an extra $17 per month. With 350 net-metering customers at $17/month, that equals nearly $6,000/month to run the program that is almost completely automated. That's $72,000 per year. Please ask Idaho Power to provide a cost breakdown on this to prove it costs $72,000 per year because I simply don't believe that number, even when including phone centers, on-call folks and such. Every time I call Idaho Power, the problem is not related at all to my solar panel system, but I'll bet the cost of that call gets added to "net-metering costs" because it is associated to an address that is enrolled in net-metering. Idaho Power told me that the cost of the smart meters is part of the cost increases. Aren't all Idaho Power customers slated to get smart meters? I don't think that net-metering customers should be paying the bill for everyone's smart meters. I will agree that the net- metering costs money, and I will agree that a $5/month increase is acceptable. How is it that net-metering customers will be charged based on a peak demand during the month? Will all customers be charged in the same manner? Do not all customers have power spikes from 7am-8am and 5pm-7pm? What makes net-metering customers different? Please bill net-metering customers the same way as non-net-metering customers. So, being a good, active, productive citizen who understands economics and desires fair deals, I would like to propose what I think is a logical solution to Idaho Power's financial issues concerning net-metering in a manner that will continue to enhance and expand the net- metering program. 1.Increase net-metering fixed costs to $10/month. 2.Charge a proven, logical amount for the setup of the net-metering customer at the time of installation. This should include staff time and a five-year program cost fee (updated each year basedo n current costs). 3.Provide non-expiring credit to all net-metering customers in order to cover winter time requirements. Net-metering customers provide Idaho Power additional power during high-use summer months. It is a logical win-win situation to provide these non-expiring credits. Finally, the non-expiring credits are not transferrable to other people but would transfer upon the sale of the house (assuming the solar panels remain with the house). 4.Do not begin the peak demand charging system. Bill residential net-meter customers the same as residential non-net-meter customers, and that is based on overall usage over the billing period. 5.Net-metering customers are provided the same sales price as other generators, even if that is a lower rate. I think this is not only wrong, but totally backwards. If someone will invest in solar, they are saving natural resouces. Time to encourage--not discourage- -people to use solar panels for electricity, use for heat, etc. It's my understanding, per Sierra Club, that an Idahoan named Reed Burkholder wanted to take advantage of Idaho's abundant sunshine and installed solar panels to the roof of his home. Now Idaho Power wants to quadruple his monthly service charges and take his power without compensating fairly through their net metering program. This is not encouraging solar power! As a former Idahoan who is currently seriously considering moving back to Idaho, I suggest the Idaho Public Utilities Commission revise its policies regarding solar panels, to reflect the serious energy and environmental challenges the US faces today. As I do have choices, the current policy that is allowing Mr. Burkholder to be charged at a ridiculously high amount for solar panels as well as unfairly compensating when taking his power would seriously deter me--- and other folks who care about the environment--from moving back to Idaho (along with my tax base, buying power, etc....) They are providing electricity to the grid on hot summer afternoons, when demand is highest. This electricity is used in the neighborhood. It is not using transmission lines. Also, net metering credits should not be canceled at the end of the year. We in Idaho need to do all we can to encourage the solar industry in our state. These are good local jobs. This is unjust and a really bad idea. In reality, Idaho Power should bend over backward to FACILITATE on-site renewable generation by their customers (by solar or wind), in order to help relieve pressure on Idaho Power to increase generation capacity. Idaho Power should HELP customers install solar power, as well as the facility to sell excess power to the grid. If enough customers did this, this could help Idaho Power meet their electricity demands without increasing their generation capacity. Idaho Powerl, the PUC, and Americans in general need to realize--we are in a fight for the life of our planet. If we do not stop burning fossil fuels very soon, we will doom our descendants to a planet radically altered by climate change. In addition, CO2 emissions are already acidifying the oceans to an alarming degree, and this has ramifications for the life and reproduction of marine organisms. We need to switch ENTIRELY to renewable energy resources as rapidly as humanly possible. In reality, we need a Manhattan Project-scale effort to do this. Not only does this not make sense, it deters others (like myself) who are considering Installing solar panels and connecting to the grid. The power produced is most plentiful during the times that Idaho Power insists are it's highest draw times (summer daytime), and thus provided the opportunity for homeowners and business to reduce their costs by almost 50% for each kilowatt (the 6.5 cents tehy pay as credits to the solar panel users vs the 12 cents they pay to produce). I don't know the cost per kilowatt for out of state power, but I would guess that it is more than 12 cents, since Idaho power says it costs significantly more to pull from other power companies. We should be supporting and incentivizing most Idahoans to install and hookup solar panels to the grid, not penalizing them for it. Either that, or we need to remove the power Monopoly that Idaho power controls and allow either a co-op based or similar company to provide power for Idaho. Utilities are not for profiteering, they are for providing a public service. Making a profit is fine, but 'stealing' the profits(via clearing the credits balance at the end of the year vs. paying out what is owed to the customer) from someone else is not fair or equitable. The short term and longterm effects are both negative, costing Idaho jobs in the growing renewables installation industry and harming the entrepreneurial spirit, thus increasing ID's reliance on purchasing more fossil fuel derived power sources. Of which myself as a rate payer, do not want to be under the influence of an accelerated energy portfolio of paying for more fossil fuels. I see this as a cap on renewables by ID Power whilst other states are increasing their renewable energy portfolio standards. This business model is backwards thinking to say the least. Additionally, is it not in the long term interest of ID's citizenry and industry to diversify the energy portfolio, thus net metering should be a growing component of a broader renewable energy portfolio. The KwH of power generated by net metering should not be capped, instead it should be encouraged, invested in and an unlimited. The more net metering power customers generate the better, as this would give a built in stability and resilience to failure and mitigate periods of peak demand. I want to net meter in the future, this plan is a major penalty, and a poor business model for improving our states energy security. As I have outlined above, this plan actually threatens Idaho's and maybe the regions long term energy security. My utility, Fall River REC, finally changed their policies this past year to a reasonable net metering arrangement. I've had my own solar electric system for 7 years, and it gives me considerable energy independence and less vulnerability to rate hikes. It reduces my costs and reduces the load on my utility; reasonable net metering structures allow people to integrate their systems so that they feed excess electricity into the grid. But the amounts are small, and the systems are redundantly safe. It's no extra burden on the utility once they learn about the systems. Ask FRREC; it took them years to open their minds and switch but now it's no problem. Most states and utilities in this country understand this, and smart meters only make it easier. So get smart!
