Dear PUC Commissioners:
I am an Idaho Power Company ratepayer concerned about its proposal to raise rates for
net metering customers.
IPC should be promoting economic incentives for renewable energy rather than
discouraging it. Net metering solar customers supply a product that has enhanced value
especially during peak summer demand. Average summer air temperatures are steadily
increasing influenced by rising atmospheric carbon dioxide making solar generation more
valuable not less.
As a responsible citizen concerned about our environment, I am looking into installing
solar panels on my foothills home to become part of the energy and climate change
solution rather the problem - I want and expect a fair deal from my utility.
IPC has a commendable track record for promoting energy efficiency through its A/C
Cool Credit and demand response programs that have broad public support but is now
proposing a temporary suspension of those incentives.
I am concerned my utility is focused backward rather than looking forward that is
expected from its customers.

Dear Mr. Fadness;
We are requesting that a public hearing be held for Idaho Power Co. (IPC0) rate case E-12-27 for the
following reasons:
1.So we can support the raising of the 2.9 megawatts capacity limit.
2.So the Commission can hear testimony on the Basic Load Capacity (BLC). The BLC charges small
generators for the "full cost-of-service associated with their use of the distribution system"(page
6of Larkin). The BLC is punitive and penalizes small generators for them reducing their demand
on IPCo system. The nature of the BLC is punitive since we are charged every month as though
we used the same peak demand each month, which is not true.
