To the Idaho Public Utilities Commissioners:
In reference to IPC-E-12-27
As a customer of Idaho Power Company who intends to install solar panels on my
home in Boise and cabin near McCall and a utility rate payer in the State of Idaho,
I vehemently object to Idaho Power Company's proposal to modify their existing
net metering program.
Such a proposal will create severe disincentives for participating in this program
just when solar systems are becoming much more affordable and the public is
looking for alternatives to get off the "coal train." The use of coal is hurting our
atmosphere, contributing to global climate change and threatens our standard of
living. Idaho Power should instead of creating dis-incentives for solar power set
goals of 10,000 residence users by 2016 and 20,000 by 2020. Additional goals and
incentives should be set for commercial businesses to have 3,000 installations by
2016 and 6,000 by 2020.
The rules for the existing net metering program are good. Solar businesses and
customers are prepared to soar with programs such as feed -in- tariffs which were
adopted recently by Los Angeles, California. SolarCity Corporation, a publically
traded company (SCTY) is installating hundreds of commercial and residential
solar panel systems each month in California using a novel financing program.
This could be a model for Idaho Power Company to create positive margins for
investors while benefiting it customers.
Therefore, I request the IPUC to reject the IPCO proposal which changes how
they structure the charges for net-metering and keep the present rates and
program in place.

I want to go on record as strongly opposing the new net metering service proposed by Idaho Power.
This would kill all incentive for small power producers and energy efficiency of these users.
I have a 2kW solar grid-tie system. I build up a credit of unused power in the summer, then use it
throughout the winter. It is past December 31, the new proposed cut off date, and I still am working off
the credit. If this passes, I will lose this credit. In addition to losing any built up credit, I still pay a fee
every month to Idaho power for the privilege of using their meter and power lines. I did not put in the
system with the hope of ever getting back the money I put into it......I just wanted to become a little less
energy dependant. If this passes, I will be forced to waste power in November and December so that I
don't lose what I have earned. I have never received a financial payment anyway, just the credit. And I
still get charged $7-9 in fees every month.....even when I'm making surplus energy. Isn't that going to
the Cost recovery of the "fixed" electrical system Idaho Power talks about in their "View" of this issue?

In addition to subsidizing Idaho Power with my system by paying monthly fees for the power I generate,
I also put several people to work getting it set up. There was the site prep and installation of the pole to
put the tracker on by a contractor, hooking the array up to the meter by an electrician, not to mention
the people who made the panels and tracker. If this proposal goes through, it will definitely reduce the
number of people trying to do their part by producing more clean energy; thereby reducing the
construction revenue in the state for the people involved in installing these systems. I certainly won't
add any more panels if this proposal goes through.
