Dear Idaho Public Utilities Commission
I live in Boise, Idaho. Obtaining electricity for heating or cooling our house, cooking,
heating water, are all very necessary and important to me. Also important to me is to be as
green' as possible.
I do not have any solar panels on my roof (though one day I hope that is more of an option in
Idaho - more affordable) so I do not net meter with Idaho Power
I know that we have dams that create hydro-electric power, but we also obtain energy from
other sources. I am uncomfortable paying Idaho Power for the dirty energy coming from its 3
coal-fired and 3 natural gas-fired power plants.
I think we need more incentives to install clean power. This should be our goal. Thus I am
willing to spend a little extra on my power bill to support photovoltaic installations. I
hope one day that the roof of every house, every office building, every parking garage has
panels that create electricity to power our city and state.

I am utterly astonished by the recent Idaho Power application to the PUC. During the
planning and consideration of the solar system for our home we sized it so that the system
would meet our needs on a yearly basis. This is only possible if we produce more power during
the summer months and build up a small credit and then use this credit during the winter. At
this point we have never asked for a reinbusment from IPCO and just carry this credit. If
this credit is taken away every December we are charged an additional $15.00 a month for a
service charge this entire system [$17,000.00]will have been installed in vain. How much
money will Idaho Power spend to bring additional capacity from Bridger Wyoming? This
thinking is completely short sighted and renders any small solar installation useless.
The letter sent to net metering customers is purposefully vague regarding the amount of the
increased proposal. I request that the PUC hold a hearing on this matter so that net
metering customers will have the opportunity to voice their concerns regarding this proposal.

Idaho Power should continue to incorporate wind and solar power as part of their ongoing
resources. The US - especially in the west - needs to generate as much power from wind and
the sun as possible. As the population continues to grow we should rely on dams and slowly
phase them out. The dams interfere with fish's natural habitats. There is now a rumor that
solar power customers will see a rate increase. This is unfair since they made the financial
expense of installing expensive equipment to help the environment and save money over time.
Idaho Power needs to put profits aside and consider the earth and all its inhabitants.
