Box 61 Fort Hall, Idaho 83203 Daytime Phone: (208) 785-0164 Dear Commissioners and Staff I am adamantly opposed to the modification to Net Metering Service proposed by Idaho Power. Renewable resource generation should be encouraged not discourage by Idaho Power. The Net Metering Tariff makes it possible for a small power producer to make a project economically feasible to install and maintain that would otherwise not be feasible under a PtJRPA contract. When I went to the expense of installing my small hydro project, it was under the assumption it would have about a 10 year payback and that I would also be more energy independent. I would not have went to the expense of installing the afore mentioned project if I had known when it was completed I would be charged more for my power than if I had done nothing. I would also like to know what is going to happen to the excess kWh's I produce if my credit goes away every December. Idaho Power is selling that power somewhere; shouldn't the generation producer be compensated for it? It's not right to allow Idaho Power to change the rules at their whim. At the very least, those contracted with net metering should be allowed to continue at the current agreement as a grandfather clause. If Idaho Power thinks Net metering should be changed for future additions that would be a whole new discussion.
