On November 30, 2012, Idaho Power Company applied to the Commission for authority to
modify its net metering service. The Company says its proposal will impact 350 net metering customers
to varying degrees, depending on how they use and generate energy. The Company requests that the
Commission issue an Order by July 1, 201 3. On January 15, 301 3, the Com~nission issued a Notice of
Application and Notice of Intervention. See Order No. 32715. The Idaho Conservation League;
Powerworks, LLC; Pioneer Power, LLC; City of Boise; Snake River Alliance; and Idaho Clean Energy
Association, Inc. intervened in the case. Numerous public comments also have been received.
NOTICE OF PREHEARING CONFERENCE
Commission Staff proposed that the Commission hold a formal prehearing conference to
discuss scheduling and how the case should be processed. We have bee11 advised that all parties are
available for a March 2 1, 2013 prehearing at the Commission. Based on our review of the record and the
parties' agreement, we find it reasonable to schedule a prehearing conference as follows.
YOU ARE HEREBY NOTIFIED that the Commission will hold a formal prehearing
conference commencing at 9:00 A.M. ON THURSDAY, MARCH 21, 2013 IN THE
COMMISSION'S HEARING ROOM, 472 WEST WASHINGTON STREET, BOISE,
IDAHO. The purpose of the prehearing conference will be to discuss scheduling, discovery,
how the case should be processed, and other issues raised by the parties. The Commission has
indicated it will schedule a customer hearing in this case. Parties who want the Commission to
hold a technical hearing should be prepared to discuss why a technical hearing is necessary.'
1 Commission Rule 241.04 discusses two types of formal public hearings: a "customer hearing" and a "technical
hearing." A "customer hearing" is a public hearing for customers, public officials, and other persons not related to
the parties (i.e., to the Company and intervenors) to provide testimony. The Cominission has indicated it will
schedule a custo~ner hearing in this case. A "technical hearing," on the other hand, is a public hearing where the
parties present witnesses and their prepared testimony and exhibits. In many cases, the Commission finds that the
public interest may not require a technical hearing to consider the issues presented and that the proceeding may be
processed under "modified procedure," i.e., by written submissions rather than by hearing. See Rule 201, IDAPA
31.01.01.201.

YOU ARE FURTHER NOTIFIED that the Application and other documents filed in
this case may be viewed on the Commission's website, www.puc.idaho.gov by clicking on "File
Room" and "Electric Cases." They also can be viewed during regular business hours at the
Idaho Public Utilities Commission, 472 W. Washington Street, Boise, Idaho.
YOU ARE FURTHER NOTIFIED that the prehearing conference, and all workshops
and hearings in this matter will be held in facilities meeting the accessibility requirements of the
Americans with Disabilities Act (ADA). Persons needing the help of a sign language interpreter
or other assistance in order to participate in or to understand testimony and argument at a public
hearing may ask the Commission to provide a sign language interpreter or other assistance at the
hearing. The request for assistance must be received at least five (5) working days before the
hearing by contacting the Commission Secretary at:

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code $5 61-502, 61-622, and 61-623. The Commission may enter any final Order
consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission's Rules of Procedure, IDAPA 3 1.0 1.0 1.000 et seq.

the Commission on March 2 1, 201 3, beginning at 9:00 a.m., as set forth above.
