NEWS RELEAE 3 Idaho Power Requests to Double Availability of Net Metering Service The company also proposed additional changes to the nearly 30-year-old service, through which customers can offset energy use by producing their own power. BOISE, Idaho, Nov. 30, 2012 -- Today Idaho Power filed a proposal with the Idaho Public Utilities Commission (IPUC) requesting authority to modify its net metering service provisions to facilitate continued service availability. Because the proposed changes are intended to expand the availability of net metering service, the rates of customers not receiving net metering service are not affected. If approved, the proposal will double the availability of net metering service from the current 2.9 megawatt (MW) cap to 5.8 MW; modify the pricing structure for Residential Service and Small General Service net metering customers to better reflect the costs of providing the service to them; modify service provisions to improve clarity regarding interconnections to non- utility generation and net metering service; and discontinue the provision of financial payments to customers who generate more energy than they use. In place of financial payments, the company proposes to provide a kilowatt-hour credit in the amount of the excess energy generated during a billing period with energy credits expiring on an annual basis. Idaho Power currently has approximately 350 net metering customers that may be affected by this proposal. Individual customer impacts will vary depending on how they use energy. The company is requesting an effective date of Oct. 1, 2013, for the first three proposed changes, and for the fourth proposed change to start with each customer's January 2014 billing period. Instead, the company proposes to provide those customers with a kilowatt-hour credit in the amount of the excess energy generated during a billing period; this credit can be carried forward and applied against use in future billing periods. However, any kilowatt-hour credits remaining after the December billing period will expire and cannot be used. Because the proposed changes are intended to expand the availability of net metering service, the rates of standard service customers (those not receiving net metering service) are not affected.
