Please continue to support investment in energy efficiency. Whenever benefits exceed costs,
such benefits must be preserved or expanded. Expensive new sources of power should only be
considered after efficiency has been raised close to a reasonably maximum level.

Its simple economics as proved throughout the nation by progressive cities and entities:
reducing energy usage is more cost effective than building new infrastructure. Do whatever

Dear Idaho Public Utilities Commission;
Absolutely the best deal for rate payers, tax payers and the environment is Idaho Power's
(and other utilitys') investments in a smart grid, energy conservation, load balancing, and
investments in improved transmission capacity to enable easier connectivity with the
Bonneville grid and Wyoming. We need to increase funding for these efforts, not decrease
funding. As an Idaho Power customer at two locations, I am willing to see rate surcharges on
my bills to pay for these long term investments, which will stabilize my energy costs in the
long run.

Please chart a course that encourages the best and most efficient uses of Idaho's clean
energy opportunities. Energy efficiency will help us move into a future that uses as little
dirty, climate-damaging fossil fuel as possible. Make the changes now that will help our
economy and our environment in the future. Investment in efficiency is a reasonable,
pragmatic way of making sure that future generations have something to thank us for.

Investing in energy efficiency is the cheapest, fastest and cleanest way to protect Idaho's
environment while reducing energy consumption. It helps in several ways:
By using our energy resources wisely, we avoid expensive new power plants and
transmission lines, even as w while cutting pollution from burning fossil fuels.
Helping Idaho's homes and buisnesses save energy keeps our dollars here, thereby creating
Idaho jobs, instead of going to coal mines and gas fields in other places.
Spending $44 million on energy efficiency saved $119 million in energy costs and avoided
over 100 million pounds of carbon pollution. That's a good deal for Idaho's pocketbooks and
environment.
An investment is smart when the benefits outweigh the costs. The Idaho Conservation League
carefully reviewed the details, and Idaho Power's energy efficiency investment in 2011
clearly demonstrated its value.

Idaho needs to continue supporting energy efficiency. Utility incentives help both public and
private entities as well as aiding the environment. The incentives provide funding and
motivation for businesses and families to consume less energy without sacrificing the
comforts they are accustomed to. These incentives should be increased in our state.

Wind farms, solar panels, hydroelectic, nuclear, geothermal, natural gas fired plants.......
there are lots of ways to provide energy for our use, but there is only one that creates no
harm to the environment and actually helps the public: conservation through efficiency. Your
past approval of efficiency programs has not only helped save our environment, it has
provided an almost 3 fold return on Idaho Power's investment. Please support Idaho Power's
energy efficiency programs and urge them to do more to help both the economy and the
environment.

Please continue to require investment in energy efficiency projects through Idaho Power.
These investments are the most cost effective way to reduce energy demand, improve our Idaho
environment and provide jobs to Idaho citizens.
Taking away the conservation program will send the wrong message to the citizens of Idaho.
Being pro-active through conservation brings the most bang for our utility dollars.
This program also helps the most vulnerable citizens in Idaho. They are those on fixed
incomes who need lower utility costs not higher rates to pay for expensive power projects.
